1 DUN21969 74X TITLE V COMMITTEE ON HOME-1 LAND SECURITY AND GOV-2 ERNMENTAL AFFAIRS 3 SEC. 50001. CYBERSECURITY AND INFRASTRUCTURE SECU- 4 RITY AGENCY. 5(a) IMPROVINGCYBERSECURITY. In addition to 6amounts otherwise made available, there is appropriated 7to the CYBERSECURITY and INFRASTRUCTURE Security Agency 8for fiscal year 2022, out of any money in the Treasury 9not otherwise appropriated, $100,000,000, to remain 10available until September 30, 2031, for CYBERSECURITY risk 11mitigation.

In addition to amounts otherwise made 13available, there is appropriated to the CYBERSECURITY and 14 INFRASTRUCTURE Security Agency for fiscal year 2022, out 15of any money in the Treasury not otherwise appropriated, 16$15,000,000, to remain available until September 30, 172031, for the CYBERSECURITY Education and Training As-18sistance Program, Federal assistance grants under the Cy-19bersecurity Education and Training Assistance Program, 20and necessary mission support activities. 21(c) CYBERSECURITYAWARENESS, TRAINING, AND 22 WORKFORCEDEVELOPMENT.
3 In addition to amounts 232 DUN21969 74X otherwise made available, there is appropriated to the Cy-1bersecurity and INFRASTRUCTURE Security Agency for fiscal 2year 2022, out of any money in the Treasury not otherwise 3appropriated, $100,000,000, to remain available until 4 September 30, 2031, for improving CYBERSECURITY aware-5ness, training, and workforce development, including nec-6essary mission support activities. 7(d) MANAGEMENT ANDADMINISTRATION. In addi-8tion to amounts otherwise made available, there is appro-9priated to the CYBERSECURITY and INFRASTRUCTURE Security 10 Agency for fiscal year 2022, out of any money in the 11 Treasury not otherwise appropriated, $2,500,000, to re-12main available until September 30, 2031, for management 13and administration.
4 14(e) MULTI-STATEINFORMATIONSHARINGAND 15 ANALYSISCENTER. In addition to amounts otherwise 16made available, there is appropriated to the CYBERSECURITY 17and INFRASTRUCTURE Security Agency for fiscal year 2022, 18out of any money in the Treasury not otherwise appro-19priated, $35,000,000, to remain available until September 2030, 2031, for Federal assistance through cooperative 21agreements with the Multi-State Information Sharing and 22 Analysis Center. 23(f) CYBERSENTRY. In addition to amounts other-24wise made available, there is appropriated to the Cyberse-253 DUN21969 74X curity and INFRASTRUCTURE Security Agency for fiscal year 12022, out of any money in the Treasury not otherwise ap-2propriated, $50,000,000, to remain available until Sep-3tember 30, 2031, for the purpose of protecting critical in-4frastructure industrial control systems and executing the 5 CyberSentry program.
5 6(g) CLOUDSECURITY. In addition to amounts oth-7erwise made available, there is appropriated to the Cyber-8security and INFRASTRUCTURE Security Agency for fiscal year 92022, out of any money in the Treasury not otherwise ap-10propriated, $50,000,000, to remain available until Sep-11tember 30, 2031, for the purpose of executing the secure 12cloud architecture activities, migration advisory services, 13and cloud threat hunting capabilities of the CYBERSECURITY 14and INFRASTRUCTURE Security Agency. 15(h) INDUSTRIALCONTROLSYSTEMSSECURITY.
6 In 16addition to amounts otherwise made available, there is ap-17propriated to the CYBERSECURITY and INFRASTRUCTURE SECU- 18rity Agency for fiscal year 2022, out of any money in the 19 Treasury not otherwise appropriated, $50,000,000, to re-20main available until September 30, 2031, for the purpose 21of researching and developing the means by which to se-22cure operational technology and industrial control systems 23against security vulnerabilities (as such term is defined 244 DUN21969 74X in section 102(17) of the CYBERSECURITY Information Shar-1ing Act of 2015 (6 1501(17)).)
7 2 SEC. 50002. FEDERAL EMERGENCY MANAGEMENT AGENCY. 3(a) STATE ANDLOCALCYBERSECURITYRECRUIT-4 MENT ANDTRAINING. In addition to amounts otherwise 5made available, there is appropriated for fiscal year 2022, 6out of any money in the Treasury not otherwise appro-7priated, $75,000,000, to remain available until September 830, 2031, to the Administrator of the Federal Emergency 9 Management Agency, in consultation with the Director of 10the CYBERSECURITY and INFRASTRUCTURE Security Agency, to 11award grants, contracts, or cooperative agreements to 12 State, local, Tribal.
8 And territorial governments for cyber-13security recruitment and training to enhance efforts to ad-14dress CYBERSECURITY risks (as defined in paragraph (2) of 15section 2201 of the Homeland Security Act) and cyberse-16curity threats (as defined in paragraph (3) of section 2201 17of the Homeland Security Act). 18(b) MIGRATION In addition to 19amounts otherwise made available, there is appropriated 20for fiscal year 2022, out of any money in the Treasury 21not otherwise appropriated, $20,000,000, to remain avail-22able until September 30, 2031, to the Administrator of 23the Federal Emergency Management Agency, in consulta-24tion with the Director of the CYBERSECURITY and Infrastruc-255 DUN21969 74X ture Security Agency, to award grants, contracts, or coop-1erative agreements to State, local, Tribal.
9 And territorial 2governments to carry out activities to migrate the online 3services of such governments to the .gov internet domain. 4(c) LIMITATION. The Administrator of the Federal 5 Emergency Management Agency may not use amounts ap-6propriated under this section for activities under the Na-7tional Flood Insurance Act of 1968 or a function of the 8 Federal Emergency Management Agency relating to that 9 Act. 10 SEC. 50003. SECURITY GRANT PROGRAMS. 11(a) URBANAREASECURITYINITIATIVE. In addi-12tion to amounts otherwise available, there is appropriated 13for fiscal year 2022, out of any money in the Treasury 14not otherwise appropriated, $47,500,000, to remain avail-15able until September 30, 2031, to the Administrator of 16 Federal Emergency Management Agency for the Non-17profit Security Grant Program for grants to nonprofits 18under the Urban Area Security Initiative.
10 19(b) STATEHOMELANDSECURITYGRANTPRO-20 GRAM. In addition to amounts otherwise available, there 21is appropriated for fiscal year 2022, out of any money in 22the Treasury not otherwise appropriated, $47,500,000, to 23remain available until September 30, 2031, to the Admin-24istrator of the Federal Emergency Management Agency 256 DUN21969 74X for the Nonprofit Security Grant Program for grants to 1nonprofits under the State Homeland Security Grant Pro-2gram. 3(c) PROGRAMADMINISTRATION. In addition to 4amounts otherwise available, there is appropriated for fis-5cal year 2022, out of any money in the Treasury not other-6wise appropriated, $5,000,000, to remain available until 7 September 30, 2031, to the Administrator of the Federal 8 Emergency Management Agency for the administration of 9the programs described in subsections (a) and (b).
