T h i s r e g u l a t i o n i m p l e m e n t s t h eN a t i o n a l P o l i c y a n d P r o c e d u r e s f o r t h eDisclosure of Classified Military Informa-tion to Foreign Governments and Interna-tional Organizations (short title: NationalDisclosure Policy (DODD )) andDODD This regulation applies tot h e A c t i v e A r m y , t h e A r m y N a t i o n a lGuard/Army National Guard of the UnitedStates, and the Army Reserve.

5 It ap-plies to all personnel involved in the for-eign Disclosure and technology and exception proponent of this regulation is theDeputy Chief of Staff, G 2. The propo-nent has the authority to approve excep-tions or waivers to this regulation that areconsistent with controlling law and regu-lations. The proponent may delegate thisapproval authority, in writing, to a divi-sion chief within the proponent agency inthe grade of colonel or the civilian equiv-alent. Activities may request a waiver tothis regulation by providing justificationthat includes a full analysis of the ex-pected benefits and must include formalreview by the activity s senior legal offi-cer. All waiver requests will be endorsedby the commander or senior leader of therequesting activity and forwarded throught h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent.
