1 July 18, 2018 INVITATION TO BID BL076-18 The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified Contractors for the Provision of Sanitary Sewer and Force Main Rehabilitation Program on an Annual Contract with four options of renewal for the Department of Water Resources. Bid Due Date Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and Company Name. Bids will be received until 2:50 local time on August 21, 2018 at the Gwinnett County Financial Services - Purchasing Division 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.
2 Any bid received after this date and time will not be accepted. Bids will be publicly opened and read at 3:00 Apparent bid results will be available the following business day on our website Pre-bid Date and Location A pre-bid conference is scheduled for 10:00 on August 7, 2018 at the Gwinnett County Purchasing Division. All interested parties are urged to attend. 3 Bids are legal and binding upon the bidder when submitted. Bonding and Insurance All suppliers must submit with bid, a bid bond, certified check or cashier's check in the amount of five percent (5%) of the total bid. Failure to submit a bid bond with the proper rating will result in the bid being deemed non-responsive. Successful supplier will be required to meet insurance requirements, submit a three million five hundred thousand and no/100 Dollars ($3,500, ) performance bond and a three million five hundred thousand and no/100 Dollars ($3,500, ) payment bond. Insurance and Bonding Company should be licensed to do business by the Georgia Secretary of State, authorized to do business in Georgia by The Georgia Insurance Department, listed in the Department of Treasury's Publication of Companies holding Certificates of Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies.
4 The bid bond, payment bond, and performance bond must have an Best rating of A-6 or higher. Bid Withdrawal The written bid documents supersede any verbal or written prior communications between the parties.
5 Award Award will be made to the contractor submitting the lowest responsive and responsible bid. Gwinnett County reserves the right to reject any or all bids to waive technicalities and to make an award deemed in its best interest. Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions and pricing with the lowest responsive, responsible bidder(s) at its discretion. Award notification will be posted after award on the County website, and companies submitting a bid will be notified via email. Other COMPANY NAME AUTHORIZED REPRESENTATIVE SIGNATURE BL076-18 Page 3 GWINNETT COUNTY SANITARY SEWER AND FORCE MAIN REHABILITATION PROGRAM PROJECT DESCRIPTION The Gwinnett County Board of Commissioners is soliciting competitive, sealed bids for construction services related to the repair, replacement and rehabilitation of the County s Sanitary Sewer and Force Main Systems on an Annual Contract with the option of four renewals for the Department of Water Resources.
8 The Department has initiated this contract with the objective of repairing, replacing and rehabilitating the County s Sanitary Sewer and Force Main Systems. This objective will be achieved by repairing, replacing or rehabilitating Sewer Manholes, Sewer Lines and Sewer Force Mains that are identified by the county as critical and need attention. This contract will be issued as an annual contract, with no guaranteed minimum or maximum amount of work. The work will be procured on an as-needed basis and it is intended that planned work will be spread equitably across the year.
9 The contractor must complete the requested work in a timely manner and produce quality results. The repairs that are made to the gravity sewer and force main system will be put into the County s CMMS (Computerized Maintenance Management System) System. The Department has not mandated the use of any specific type of equipment or methods, however; the Contractor shall utilize the nationally recognized NASSCO published PACP ( or greater) and MACP ( or greater) standards for conducting all pipe and manhole post rehab inspections. The contractor shall also use the Gwinnett County Sewer System Rehabilitation Specifications (SSR s) provided below for the details that are related to each task.
10 The Contractor shall complete assigned work as outlined in the specific Gwinnett County Sewer System Rehabilitation Specifications (SSR s). The Contractor shall use the means and methods as described in the Bid and that were used as a basis of selection. The Contractor may not use other methods than proposed without the express written permission of the Department. The Contractor will utilize reliable and efficient equipment. The Department has the right to disapprove any equipment that does not meet or exceed the equipment presented in the Bid for the project.
