1 MEMORANDUM DEPARTMENT of PUBLIC UTILITIES ENGINEERING DIVISION SALT LAKE CITY DEPARTMENT of PUBLIC UTILITIES 1530 SOUTH WEST TEMPLE STREET SALT LAKE CITY, UTAH 84115 TEL 801-483-6770 TO: Dale A. Christensen, Water Reclamation Manager Tom Ward, Public Utilities Deputy Director FROM: David Koltz, Regulatory Compliance Engineer DATE: April 7, 2015 RE: Salt Lake City Corporation Local Limits Evaluation ---------------------------------------- ---------------------------------------- ---------------------------------------- ----------- Salt Lake City Public Utilities has completed an evaluation of its existing Local Limits . Technically-based Local Limits are established to protect the Water Reclamation Facility (WRF) from industrial discharges that may cause pass-through, interference, or diminish the use of wastewater residuals.

2 The Local Limits Evaluation includes a detailed review of the WRF s operational characteristics; determination of industrial and WRF flows, and pollutants of concern; field sampling and collection of data; calculation of allowable WRF pollutant loading; and designation and implementation of Local Limits . As of April 2015, the Local Limits proposed in the attached Report are going through the public review, input, comment, and approval process. Prior to implementation, Local Limits must go through a process including Salt Lake City Council endorsement, Utah Department of Environmental Quality (UDEQ) public advertisement/approval, and, ultimately, Salt Lake City Council approval for adoption.

3 As of today s date, Salt Lake City Public Utilities is working closely with Council members to address questions pertaining to the evaluation. Following Salt Lake City Council endorsement, the Local Limits Evaluation will be submitted to UDEQ for formal public advertisement. Following the public review/comment period and UDEQ formal approval, Salt Lake City Public Utilities will obtain Salt Lake City Council s formal approval to adopt the revised Local Limits .
