3 Victim of Crime Survey iii Foreword by the Minister of POLICE We, the People of SOUTH Africa, declare for all our country and the world to know: The POLICE force and army shall be open to all on an equal basis and shall be the helpers and protectors of the people - The Freedom Charter (As adopted at the Congress of the People, Kliptown, on 26 June 1955). As we celebrate 60 years of the adoption of this seminal document, we must measure all our actions against the exhortations of the pioneers of our democracy who clearly mapped the way for us. Hon. Remembering that the Freedom Charter was a response to the extreme brutality visited on a large section of the population of our country by the Apartheid state, the Freedom Charter clearly presented a vision of a more humane, less militaristic SOUTH Africa.

4 Our approach to policing needs to be in line with this philosophy and the achievement of a stable, prosperous and a safe society. This report is a reflection on what we have achieved over the past twenty years of our democracy and what we hope to achieve in the year ahead. We have a POLICE SERVICE that is committed in the main to the human rights of all citizens. It is no longer a POLICE force. This does not mean that there are no aberrations in the conduct of some members, but we deal with them openly and without fear or favour. We have a Constitution that clearly sets out the parameters against which we operate and these parameters are predicated on dignity of all citizens and those who visit our shores. We are guided by this Constitution which was the work of a multi-party convention led by the AFRICAN National Congress (ANC).

5 It is therefore no accident that the final constitutional clauses mirror to a large part the Ready to Govern document of the ANC. released in 1992. This philosophy and work finds traction in the National Development Plan and it is therefore proper that the Strategic Plan presented here should be in furtherance of the Constitutional imperatives and the pillars as dictated by the NDP. The four pillars are: Strengthening of the Criminal Justice System Professionalisation of the POLICE SERVICE Demilitarisation of the POLICE SERVICE Building safety using an integrated approach To achieve our aims, we are guided by a number of sector-specific strategies. This include the: National Security Strategy SERVICE Delivery Improvement Programme Rural Safety Strategy Public Order Policing Strategy, and National Crime Combating Strategy Behind these strategies are human beings, the dedicated men and women in blue who give their all to ensure that the country is better than it was before 1994.

6 These are the human beings whose wellness is imperative and our strategies would fall flat if we gave even an inch away from doing what is right for their well-being. iv These are the people who operationalise our commitment to ensuring that all people in our country are and feel safe, that we create a better SOUTH Africa, Africa and the world, an efficient, effective and developmental- oriented public SERVICE , nation building and social cohesion and to fight corruption. This Strategic Plan is an attestation that we are on a path of a different POLICE SERVICE . It is interwoven with our NDP commitments and continues the journey we started in 1994, and it is a plan where everyone should play a role. Hon. NPT Nhleko, MP. Minister of POLICE v Introduction by the National Commissioner of the SOUTH AFRICAN POLICE SERVICE The SOUTH AFRICAN POLICE SERVICE (SAPS) is celebrating 20 years of policing under democratic rule, in 2015.

7 In 1995, the SAPS was given a constitutional mandate to protect the citizens of SOUTH Africa, uphold and enforce the law and maintain public order. We have been implementing this mandate in our programmes, along with the policy mandates given in the White Paper on Safety and Security, National Development Plan: Vision for 2030 (NDP), as well as in the National Crime Prevention Strategy. I. must say that despite the challenges experienced along the way, we have made great progress with preventing crime and fighting lawlessness. We are also more capable of winning against the criminal elements than we have ever been in terms of our capacity, General MV Phiyega our intelligence and our ability to secure convictions. We will pursue a number of specific priorities over the next four years that are aligned with Government's Medium Term Strategic Framework (MTSF) of 2014-2019 and are informed by the NDP.

8 Our focus as the SAPS will be to ensure that everyone in our country is safe and feels safe. To be able to achieve this, the SAPS. will need to be innovative, skilled, advanced and unwavering as an institution. We need to be innovative in crime detection, skilled in our intelligence, advanced in our technologies and we also need to be unwavering organisationally. In 2015, the SAPS's strategy will be to concentrate extensively on reducing the rate of contact and violent crimes such as murder and robbery, as well as crimes against women and children. The SAPS's objective is to improve our investigations and forensic capacity in order to ensure that the perpetrators of crime are arrested and convicted. We also need to ensure that we are capable of contributing to protecting our continent and securing our borders. We must prevent illegal substances from reaching our communities and we must also combat trans-border crime like the trade in humans.

9 We will also focus on forming partnerships with members of the public through community outreach programmes and CPFs, as well as with other stakeholders such as business and international organisations. SOUTH Africans and the rest of the world must know that as the SAPS, we are more than capable of preserving peace and stability in our country. When we deal with violent protests and civil unrest, we must respond swiftly and effectively to restore order and stability. We will therefore capacitate our Public Order Policing Unit to be able to effectively deal with such incidents. Moreover, as a government institution, we will continue rendering the best possible SERVICE to every member of society when they visit POLICE Stations to report a crime, seek information or when they call in despair and need assistance. Through our Frontline SERVICE Delivery Project, we want to ensure that our members commit themselves to always treat our citizens and those visiting our country, with the utmost professionalism, respect and pride.

10 Our people need to be able to have faith and trust in us to serve and protect them in their hour of need. The SAPS will continue intensifying the fight against corruption, including bringing our own to book, should they be guilty of corruption. The specific details of the priorities, objectives and performance standards that the SAPS will implement, will be provided in the annual performance plans over the 2014-2019 period. Our ultimate goal is to ensure that we as the SOUTH AFRICAN POLICE SERVICE are able to fulfil our obligation of protecting the citizens of this country and to realise government's goal of creating a safer SOUTH Africa and also contribute to a safer continent for all to enjoy.
