About TII Publications TII maintains an online suite of technical publications, which is managed through the TII Publications website. The contents of TII Publications is clearly split into Standards and Technical documentation. All documentation for implementation on TII schemes is collectively referred to as TII Publications (Standards), and all other documentation within the system is collectively referred to as TII Publications (Technical).

2 This system replaces the NRA Design Manual for Roads and Bridges (NRA DMRB) and the NRA Manual of Contract Documents for Road Works (NRA MCDRW). Document Attributes Each document within TII Publications has a range of attributes associated with it, which allows for efficient access and retrieval of the document from the website. These attributes are also contained on the inside cover of each current document, for reference. For migration of documents from the NRA and RPA to the new system, each current document was assigned with new outer front and rear covers. Apart from the covers, and inside cover pages, the documents contain the same information as previously within the NRA or RPA systems, including historical references such as those contained within NRA DMRB and NRA MCDRW.

GENERAL REQUIREMENTS AND DEFINITIONS General This Series gives general requirements for the properties of the aggregates and bitumen used in plant-produced bituminous mixtures and of the required minimum properties and procedures for surface treatments and ancillary road construction products and processes.

6 The design of road Pavements incorporating such bituminous mixtures, surface treatments and ancillary processes shall use NRA HD 300 for reference during the design process. Construction Products Regulation For general details regarding the Construction Products Regulation, refer to NRA Specification for Road Works Series 000. With regard to bituminous materials, Transport Infrastructure Ireland has prepared this Specification so as to comply with the CPR in respect of road construction products for use on National Roads in Ireland. Harmonised Technical Specifications Harmonised European Standards (hEN) Harmonised European Standards provide assessment methods and performance requirements for construction products.

9 305/2011 prevail over any conflicting provisions of the hEN s. To assist in understanding the different terminology that exists between the Directive and the Regulation, NRA Series 000 contains the equivalent terms. Assessment and Verification of Constancy of Performance (AVCP) Further to the detail provided in Series 000 Clause 006, the two AVCP systems relevant to Series 900 are: (i) 2+ where the manufacturer and the notified body have responsibilities. (ii) 4 where the manufacturer has sole responsibility. The system in place for a particular product is given in Annex of the respective hEN; the systems applicable for this Series are as follows: (i) System 2+ shall apply to all bituminous mixtures, bituminous binders, aggregate with a declared PSV of 50+, microsurfacing, surface dressing and geotextiles.

10 (ii) System 4 shall apply to aggregate with a declared PSV of less than 50 and all other constituents unless otherwise specified in Annex of the respective hEN. Quality Assurance and Control Bituminous Mixtures Demonstration of the conformity of the production of bituminous mixtures shall be as described in: (i) IS EN 13108-20 Type Testing; and (ii) IS EN 13108-21 Factory Production Control For each product to be incorporated into the Works , the DoP, CE Mark, and Type Test reports shall be supplied to the Employer s Representative for review prior to commencement of the Works . During production of bituminous mixtures for incorporation into the Works , the operating compliance reports required under factory production control shall be submitted at weekly intervals to the Employer s Representative.
