Well we just as well get started here reimbursement from the governments that were helped. for tonight.

So I'll introduce everyone here. I'm David Buckingham, Chair of the ECONOMY COMMITTEE . We have Ms. In early August there were several major fires in the Pelican Rancourt chitting in for, in the opposition, for Mr. Narrows area. There have been 352 wildfires in the province in Wotherspoon. We have the Hon. Greg Brkich, Terry Dennis, 2017 compared to 364 wildfires in 2016. The 10-year average is Warren Kaeding, Delbert Kirsch and Greg Lawrence. 468 wildfires. The significant difference is that in 2017 there were 65 fires in excess of 100 hectares and 33 in 2016 as a Before we begin today, I would like to add Bill No. 100, The comparison. The size of the 2017 fires generated the remainder Agrologists Amendment Act, 2017 to the agenda today after the of the overexpenditure due to increased firefighting costs for November supplementary estimates for the Minister of the fuel, aircraft rental such as helicopters and fixed-wing aircraft, Environment.

Is everyone in agreement with the addition of this contracts for other equipment, and assistance from Manitoba bill? and other municipalities. Some Hon. Members: Agreed. With that we would be pleased to take your questions, Mr. Chair, so thank you. The Chair: Carried. Thank you. The Chair: All right, thank you very much. I should also I now need to advise the COMMITTEE that pursuant to rule 148(1), take some time to introduce Mr. Vermette here is with us this the supplementary estimates for the following ministry was evening as well. And I'll open it up for questions. committed to the COMMITTEE on November 29, 2017: vote 26, the Environment. Ms. Rancourt: Thank you. First of all I want to say thank you to everybody that's here and all of the people who are here We also need to table the following documents: ECO 9-28, that are representing the ECONOMY and coming here to answer Ministry of Highways and Infrastructure responses to questions questions.

I know you don't get much notice for these meetings, raised at the May 2, 2017 meeting; ECO 10-28, Global and I appreciate you taking the time out of your busy family Transportation Hub responses to questions raised at the lives to come here and answer some of these questions because September 12, 2017 meeting. it's really important for people to understand exactly where the dollars are going. General Revenue Fund Supplementary Estimates November And I know myself and my colleague here, we get a lot of Environment questions with regards to wildfire management because of Vote 26 where we're from, and so it's a big, big deal in our area. So again I want to thank you for being here, and my other Subvote (EN10) colleagues here that are here tonight taking some time. The Chair: We'll begin by considering the November I'm going to kind of.

You kind of gave a quick little supplementary estimates for the Ministry of Environment, vote description about why the extra funding is happening, so I'm 26, wildfire management, subvote (EN10). Minister, if you going to start there and ask some of the questions from there. So would please introduce your officials and make any opening how many firefighters and how many aircrafts were sent to comments. British Columbia? Hon. Mr. Duncan: Thank you very much, Mr. Chair, and Mr. Roberts: So we actually only dispatched one aircraft good evening to you and to members of the COMMITTEE . It's a group to British Columbia. So a group of 580s and a bird-dog pleasure to be here with the COMMITTEE this evening to discuss went to Abbotsford and worked there for less than a week and a supplementary estimates for the Ministry of Environment.

Half and came back to Saskatchewan. That's all went to BC. Tonight with me is Lin Gallagher; the deputy minister is to my [British Columbia]. We did send a command team and multiple right. Steven Roberts, executive director of wildfire 20-packs into June to British Columbia to assist with their fires. management, is to my left. Veronica Gelowitz is executive director of corporate services division and Cheryl Jansen is Ms. Rancourt: So what was the total cost with regards to director of corporate services division, and they're seated sending them there? behind us. And Tyler Lynch is my chief of staff; he is here as well. Mr. Roberts: So as we talked about, there's generated on wildfire management books an overexpenditure of million. The ministry's 2017-2018 appropriation is $ million. That's offset by over $6 million which will be recovered to the The ministry is requesting an additional million.

The General Revenue Fund when the provinces and the states pay us wildfire management subvote is forecasting an overexpenditure back for those resources. mostly due to the large number of late-season fire starts. A. below-average fire season until early August allowed the Ms. Rancourt: I'm just trying to break it down to the province to provide much-needed help to British Columbia, different locations. So that was the cost of BC. So I'm montana , and Parks Canada. Although Saskatchewan incurred wondering how much were the costs when you went to 410 ECONOMY COMMITTEE December 4, 2017. montana , and how much staff and aircraft were sent there as And typically, as the fire season starts to wind down, it was well. really the fires that did begin in August that is the bulk of the 20. million that we are requesting, I would say, minus out the costs Mr.

Roberts: So the only thing that we sent to Parks Canada that were incurred to go to British Columbia and in the other was just a single 20-pack crew and their vehicles to Parks areas that Mr. Roberts has identified. But most of that 20. Canada. Our 215T aircraft were what were sent to montana and million was for that August-onward period to essentially, I'd no crews were sent to montana . So in proportional, about 60 per say, in October, to when the fire season really came to an end cent of our resource money was probably from British for us this year. Columbia for those crews and about 40 per cent .. a little bit to Parks Canada but not significantly so. Ms. Rancourt: So would you have a breakdown of how much the aircraft rentals would be with regards to the costs? Ms. Rancourt: And when you say Parks Canada, where were they located?

Which areas? Hon. Mr. Duncan: So at this point we just have estimates. We can endeavour to provide the COMMITTEE with .. once those Mr. Roberts: So those crews were actually dispatched to numbers are firmed up. But we don't have individual Glacier National Park and they were dispersed through the breakdowns from all those different areas at this point. They're Revelstoke Glacier area on three different fires during their still at this point estimates, but we feel confident about those term there. estimates. Ms. Rancourt: And the 6 million in reimbursement, can you Ms. Rancourt: Okay, so .. break that down on where we're expecting to get that reimbursement from? Hon. Mr. Duncan: Ms. Rancourt, I'll maybe just .. So we don't have all the billing that has come in yet. That's why we're Mr. Roberts: Like I said, about 60 per cent of that will estimating at this point, knowing what we did use and the come from British Columbia and about 35 per cent will come billings that we have received to this point.

But when all the from montana and about 5 per cent will be from Parks Canada. billings are in, we'll provide that information. But our estimate is in line with the supplementary estimates that we're requesting Ms. Rancourt: Have you received any of that from the legislature. reimbursement yet? Ms. Rancourt: And what about with regards to the Mr. Roberts: I do not know if we've received that. assistance from Manitoba? And can you outline some of the other areas that you would've gotten some assistance? And how Hon. Mr. Duncan: I'll just maybe jump in there. So that much will that also cost? comes not to the Ministry of Environment, it goes to general revenue, and so we'll inquire to whether or not the province of Mr. Roberts: So the assistance the province received from Saskatchewan has received that. But it wouldn't be directly to other agencies was only from Manitoba this year.
