A meeting of the New JERSEY board of chiropractic examiners was held on March 24, 2016 at the STATE Office Building, 124 Halsey Street, 6th floor, Newark, New JERSEY in the Somerset Conference Room on the 6th floor. 2 The meeting was called to order by David Allen, , President of the board , at 9:50 A roll call was taken and the following attendance was recorded and a quorum was present: David A. Allen, Present Rosemary Calio, BSN, RN, Present Paul Lyons, Excused Lawrence O'Connor, Present Thomas A. Senatore, Sr., Present Albert Stabile, Jr., Present John Traier Absent Brett A. Wartenberg, Excused James L. Winters, Present Also present were: Virginia Class-Matthews, Deputy Attorney General; Lisa Tadeo, Executive Director; and Michela Ross, Government Rep I. APPROVAL OF THE PUBLIC SESSION MINUTES OF FEBRUARY 18, 2016.

3 A motion was made by Dr. Senatore, which was seconded by Dr. Stabile, to approve the public session minutes from the February 18, 2016 board meeting as amended. A vote was taken and the motion passed with all members voting in favor. II. HEARING. In the Matter of Charles B. Boas, An Administrative Action Amended Complaint was filed on January 21, 2016 in the matter of Charles B. Boas, Deputy Attorney General, Christopher Salloum, prosecuted this matter before the board . Keith J. Roberts, Esq. represented Charles B. 4 Oral argument on the Motion for Summary Decision was held before the board . A hearing on the penalties was held following the oral argument. After the hearing, Dr. Boas and Mr. Roberts were informed that they would be advised of the board 's decision in writing. A motion was made by Dr. Winters, which was seconded by Dr. Stabile to go into Executive Session to seek legal advice. After seeking legal assistance, the board returned to Public Session to continue the meeting. Dr. Boas admits all the factual allegations contained in the Motion for Summary Decision. The board granted the motion and finds Dr.

5 Boas liable on the merits of the Complaint. Pursuant to the Judgement of Conviction in STATE of New JERSEY v. Charles Boas, Dr. Boas license was revoked for one year effective July 25, 2014 with a two year probation period commencing July 25, 2014. A motion was made by Dr. O'Connor and seconded by Dr. Stabile to take no further action on the conviction and regard any sanction as time served. A vote was taken and Dr. O'Connor, Dr. Stabile, Dr. Winters and Dr. Allen voted in favor while all others voted in opposition. The motion passed by a majority vote. III. CONTINUING EDUCATION COMMITTEE.

6 The continuing education committee reviewed 38 courses submitted by continuing education sponsors. The committee recommended that 36 courses be approved based on the information submitted for these courses. The committee identified 1courses where sponsor will be requested to provide additional information. The committee denied 1 course as it did not meet the requirements for approval. The committee determined table 1 course for review at its April 2016 meeting. A. motion was made by Dr. Stabile and seconded by Dr. Senatore, to approve the 36 courses and deny 1 course as recommended by the committee.

7 A vote was taken and motion passed with all members present voting in favor. IV. NEW BUSINESS. Upon a motion made by Dr. Calio, which was seconded by Dr. Senatore, the board voted to go into Executive Session to review and discuss applications for licensure and reinstatement. The motion carried by a unanimous vote. The board returned to public session to continue the meeting and vote on the applications for licensure and reinstatement. 8 Senatore, which was seconded by Dr. Stabile, to table this matter until Dr. Barrese complies with all the provisions of the Consent Order filed on September 17, 2015. A. vote was taken and the motion passed with all members present voting in favor. 2. Simone Vilaire, A motion was made by Dr. Senatore, which was seconded by Dr. Stabile, to approve Dr. Vilaire's application for reinstatement A vote was taken and the motion passed with all members present voting in favor. 3. Joseph DeTullio, A motion was made by Dr. Senatore, which was seconded by Dr. Stabile, to inform Dr. DeTullio that he is required to take two (2) hours of nutrition and two (2) hours of documentation in order for his license to be reinstated.

9 A vote was taken and the motion passed with all members present voting in favor. 4. Ryan Varga, A motion was made by Dr. Senatore, which was seconded by Dr. Stabile, to approve Dr. Varga's application for reinstatement A vote was taken and the motion passed with all members present voting in favor. 5. Petrusia Kotlar, A motion was made by Dr. Senatore, which was seconded by Dr. Stabile, to approve Dr. Kotlar's application for reinstatement A vote was taken and the motion passed with all members present voting in favor. 6. John Law, A motion was made by Dr. Senatore, which was seconded by Dr.

10 Stabile, to send Dr. Law a letter inquiring how he is both unemployed and self-employed at the same time as noted on his reinstatement application. The board will also request that Dr. Law provide more information concerning the massage therapy practice that he mentioned on his application such as a list of all his employees, practice structure, and whether he is registered both as a massage therapist and/or a business with the board of Massage and Bodywork Therapy.
