3 In put from engineering studies, the collective judgment of the Transportation Commission, and the Department of Transportation , capital Improvement projects are culminated into the Statewide Transportation Improvement Program , commonly known as the STIP. The STIP is not meant to serve solely as an accounting document. Rather, it is a snapshot of expected projects and their schedules, which is continually being updated. The Wyoming STIP is a six-year approved Program . The STIP is fiscally constrained for the years 2018-2023 . The financial budget is constrained based on projected federal and State funding. The actual funding level that will be available depends upon Congressional appropriations as well as State appropriations.

4 This STIP presents the planned construction and preliminary engineering programs for fiscal year 2018 . Preliminary engineering is also programmed for some projects having an anticipated construction date beyond fiscal year 2023. This is due to a need to indicate planned continuity of construction or because of an anticipated lengthy preliminary engineering process. The Wyoming Department of Transportation fiscal year is October through September. Since both the nature of the projects and the funding is dynamic, and subject to many sources of change, the STIP is inherently fluid. Sch eduling projects for Improvement is a very complex undertaking in that there are a very large number of challenges that must be addressed prior to a project being ready for letting.

5 Many of these challenges are outside of the Department s ability to predict or control at the time the project is initially programmed or scheduled. Some of the challenges faced can be funding source changes, increases in construction costs, right-of-way acquisition delay, and environmental issues. Wyoming continues to be fac ed with cost volatility for some construction materials, such as oil, steel, cement and some sources of aggregate. WYDOT is also taking advantage of new technology to help identify the roads that have the highest return on investment and is using this data to create a system preservation focus for the Wyoming Transportation network. Changes to the STIP, whether from public input, funding issues, etc.

6 , are handled on a quarterly basis, and are approved by the Transportation Commission. The quarterly addendums are posted on the WYDOT website at the link shown in the paragraph below. WYDOT pledges to do its best to adhere to this Program and to serve the public interest through these projects. WYDOT values your input, advice, and support. Any significant changes in either revenues and/or expenses will result in adjusting the schedule of projects. Page 3 of 149 NOTE: Project cost estimates contained in the publication, as always, represent the planning estimates of the project. These include: construction and construction engineering costs. They do not represent the final estimated construction cost of any project which goes to letting for bid by contractors.

7 This document is divided by county alphabetically along with a various section, which includes projects in more than one county. Maps of the seven Transportation Commission Districts, five Aeronautics Commission Districts as well as the Transportation Department s five Construction and Maintenance Districts are included. The map for each county indicates projects scheduled for construction in Fiscal Year 2018 and future years. The county maps contain the primary location of the project. Aeronautics and transit projects are shown at the locations for the FY 2018 projects. For an inter-active view of the projects in the STIP go to: For an online view of the STIP follow the link: WYDOT utilizes an extensive public involvement process for development and implementation of the STIP.

8 Once projects have been identified in the planning process and proposed for the STIP, the document is released for public review and comment. WYDOT reviews the proposed STIP with the public in the spring at a number of meetings throughout the State , often using open house style forums in individual counties. After the initial input is received, a draft STIP is then available for public comment for at least 30 days, beginning in August. The STIP is then presented to the Transportation Commission, with the comments received, at its September meeting. More information on WYDOT s public involvement process can be found in the Public Involvement Handbook at: Public involvement activities inform the public and gather information about concerns and impacts a project may have on communities.

9 WYDOT evaluates many impacts at each step of the Transportation life cycle, including the long range plan, selection of projects for the STIP, impacts of project alternatives, construction, maintenance, and performance monitoring. Of special concern is ensuring minority and low-income populations are not disproportionately impacted by Transportation projects, also known as Environmental Justice. The WYDOT Planning Program evaluates the State for areas of minority and low-income populations, ensures additional measures are taken to ensure the full and fair participation by all potentially affected communities during the long range planning process and the project selection process. WYDOT also evaluates the performance of the Transportation system within those areas to ensure that Transportation disadvantaged populations are not being underserved.

10 In addition, special care is taken after the project is selected to ensure smaller communities are not disproportionately impacted.
