1 Statement of Work for Replace Light Fixtures Project QMSN112182 1. Scope. The Contractor shall accomplish all work to remove, Replace , or abandon existing outdoor lighting Fixtures for the 129th Rescue Wing (Government) located within the California Air National Guard cantonment area of Moffett Federal Airfield (collectively, Moffett Field), California. a. Contractor shall be responsible for providing all plant, labor and materials for accomplishing all work in accordance with this Statement of Work (SOW). A complete list of Light Fixtures to be replaced is located is this scope of work. Light Fixtures to be replaced typically include street and parking lot lights ( , pole-mounted), building wall packs ( , wall-mounted), and interior high and low bay lights ( , ceiling-mounted). No retrofit installations or systems will be considered for approval. All electrical work shall be accomplished in accordance with (IAW) the National Electric Code (NEC).

2 B. Option Bid Item: Replace Interior Lights in bldgs. 679, 681 and 662. 1) Inspection. All quantities, locations, measurements, and installation types (collectively, Conditions) provided by the Government shall be considered estimations and prototypical. The Contractor is responsible for conducting a thorough inspection and inventory of existing Conditions prior to commencement of work. This inspection shall include a review of the Conditions for existing lighting Fixtures and the Government s proposed modifications to make a positive determination that the Removal, Replacement, or Abandonment meets or exceeds the specifications identified by this SOW (see below). For instances where the Government s specifications cannot be obtained ( , due to differences in wiring, structural capability, etc.), the Contractor shall be responsible for identifying the discrepancy to the Government and proposing the most economical, most commercially viable solution for accomplishing the desired end state work under this SOW.

3 If the Contractor decides that such a solution is not possible, the Contractor should offer the next-best scenario. 2) Removal. For those lighting Fixtures identified for Removal ( , deletion) the Contractor shall completely disconnect and remove the fixture and abandon all wiring in-place. The Contractor shall be responsible for devising the most-appropriate method for covering, patching, or otherwise suitable method of enclosing the former mounting point. 3) Replacement. For those lighting Fixtures identified for Replacement ( , one-for-one exchange), the Contractor may rely that all lighting Fixtures , as specified by the Government, are sufficient for meeting or exceeding the specifications of this SOW in terms of technical capability. The Contractor remains responsible for the Procurement and installation of these Fixtures IAW the NEC, SOW, Inspection, and manufacturer s specifications for installation. 4) Abandonment.

4 For those lighting Fixtures identified for Abandonment ( , disconnect and leave in place), the Contractor shall disconnect the fixture so as to remove it from any and all electrical infrastructure so as to render the fixture in a safe and steady state that will not draw an electrical current. The fixture should be returned to the Government in the same state as received by the Contractor ( , re-mounted if removed to accomplish work). 5) Documentation. The contractor shall provide the Government with as-built drawings of all lighting Fixtures modified IAW this SOW. Documentation of exterior lighting changes should be provided in ARC-GIS format; interior lighting upgrade in AutoCADD 2012 format. 6) Clean Up and Disposal. Contractor shall properly identify, sort, and dispose of discarded materials as a result of this SOW. All hazardous materials must be disposed of in accordance with applicable regulations. All hazardous materials removed from Moffett Federal Airfield must be manifested through NASA and a copy provided to the Civil Engineering.

5 2. Contractor Personnel. Contractor s employees shall remain under the direction and control of the Contractor s management and shall at no time be considered to be an employee or officer of the United States Government or its instrumentalities. a. Conduct. Contractor shall ensure that all personnel under their employment conduct themselves in a professional manner at all times while performing services at Moffett Field or while interacting with Government personnel. Contractor shall ensure that a neat and tidy workspace is maintained and that areas affected by Contractor performance are returned to the Government at a level of cleanliness that meets-or-exceeds that which the Contractor encountered at the beginning of service. The Government retains the right to remove Contractor personnel for failure to abide by installation rules, regulations, or acting in an unsafe manner. Access to Moffett Field is subject to the jurisdiction of NASA Protective Services; access to the California Air National Guard cantonment area is subject to the jurisdiction of the 152d Security Forces Squadron.

6 B. Dress and Appearance. The Contractor shall ensure that personnel performing work at Moffett Field are dressed appropriately for the work to be conducted. It shall be the Contractor s responsibility to ensure Contractor employee adherence to any/all applicable work safety standards ( , prescribed work or footwear, safety equipment, etc.). Additionally, the Contractor shall ensure that each employee s uniform is clean, fits well ( , not baggy ), and identifies both the Contractor and employee by name. c. Contractor Supervision. The Contractor shall identify to the Contracting Officer and the COR, the name, telephone, and/or email address of one primary and one alternate individual who shall have the authority to act in a supervisory role. These individuals shall be vested with all authority necessary and inherent to a supervisor, up to and including the authority to terminate the employment of Contractor employees. d. Contractor Point of Contact.

7 The Contractor shall identify to the Contracting Officer and the Contracting Officer s Representative (COR), the name, telephone number, and/or email address of the business point of contact (POC) who shall have the authority to bind the Contractor into contract with the Government. This individual may also be identified as a part of the Contractor s Supervision, however this position shall not be vacant at any time. e. Use of Intoxicating Substances. Contractor employees shall not consume, nor be under the influence of any intoxicating substance while performing services under this SOW. For purposes of this SOW intoxicating substances shall be considered to include alcoholic beverages, prescription medications that may impair an individual s ability to safely operate machinery or drive a vehicle, and illegal drugs. Contractor shall immediately remove any employee who is identified, or suspected to be, under the influence of an intoxicating substance.

8 3. Government Personnel. a. Contracting Officer. Only a warranted Contracting Officer is able to obligate or bind the Government into a contractual relationship with the Contractor under this SOW. The Contractor remains responsible for verifying that Government personnel are vested with sufficient authority for obligating the Government and Public funds. b. Contracting Officer s Representative. The 129th Civil Engineering Flight (129 CEF) shall hold the primary responsibility for ensuring Contractor performance under this SOW. To that end, 129 CEF shall identify one primary and one alternate COR who shall be vested with the authority to inspect Contractor performance and to accept or reject the Contractor s in accordance with this SOW. The COR shall at no time be construed to have the authority to bind the Government into further effort or to have the authority to obligate the Government to a further expenditure of public funds.

9 The COR shall act only in an advisory or technical role. 4. Safety. The Contractor is expected to foster and operate in a safe and expeditious manner at all times. Any Contractor or Government employee may suspend work under this SOW out of a concern for safety. Should the Contractor encounter an unsafe situation during performance under the SOW, work should be stopped immediately. Government personnel have been instructed to use Time Out as a signal to immediately suspend the current activity so long as such suspension doesn t create or further exacerbate an unsafe situation. In such a case where the immediate cessation of performance would pose further harm, work may continue only to the point where it prevents the loss of life or limb ( , item remains broken but does not pose a further risk). Only the Contracting Officer may direct the resumption of work after such a situation. 5. Work Hours. Performance under this SOW is strictly limited to the hours of 7:30 am and 4:30 pm, Monday through Friday with the exception of recognized Federal Holidays as prescribed by the Office of Personnel Management (OPM).

10 Work outside of these hours requires the prior consent of the Contracting Officer. 6. Utilities. The Government shall provide any/all utilities ( , electrical power and/or water) that are necessary for the performance of work under this SOW until the point of discharge ( , electrical outlet or hose bib). The Contractor remains responsible for conveyance of utilities from the point of discharge to the work site. Telephone and mail services shall not be provided under this SOW.
