2 It also provides information on live birth occurrences from 1993 to 2012 to show trends and patterns in the occurrence and registration of live births. The release is based on births registered and collated through the national birth registration system that is maintained by the Department of Home Affairs. 10 Introduction The registration of births allows for an individual s citizenship to be recognised, making it possible for the individual to access and exercise their rights (Department of Home Affairs [DHA], 2015). Todres (2003, p32) defines birth registration as the process by which a child s birth is recorded in the civil register by the applicable government authority . The author notes that registration provides the first legal recognition of the child and is generally required for the child to obtain a birth certificate and as a result any other legal documents and rights (Ibid.)
