Stroud District Local Plan2 What is a Local plan for? purpose of the planning system is to achieve sustainabledevelopment, which has been defined internationally as meeting theneeds of the present without compromising the ability of futuregenerations to meet their own needs. Planning applications must bedetermined in accordance with the development plan , unlessmaterial considerationsindicate otherwise.

8 The Stroud District LocalPlan is part of the development plan and therefore a very importantdocument to help Local communities within Stroud District achievesustainable the centre of the Local plan is a development Strategy, whichprovides an overview of the District and how it should evolve duringthe plan period (up to 2031). This Strategy establishes broadprinciples about acceptable levels of development in both the townsand the countryside, creating a policy framework that sets the scenefor a wide range of planning decisions in the future. Crucially, itdetermines how, where and when various kinds of development willbe distributed around the District , including the provisionofnewhomes and employment development Strategy isarticulated through a number of Core Policies.

9 Local Planalso includes more detailed Delivery Policies formanaging and directing development , as well as specific siteallocations, area designations, protectionsand planning will act together to put the development Strategy into practiceand to help achieve an overall vision for how our District shouldevolve between now and avoid unnecessary complexity, cross references within policiesand supporting text are kept to a minimum. The plan should be readas a whole. The relationship of the policies to the strategicobjectives and to each other is explained in discrete sectionsthrough the plan .
