2 C. PURPOSE: The SABBATICAL LEAVE ( govt .) may be availed for any purpose like medical grounds, care of family members or children, higher studies, visit spouse etc. D. PERIOD OF LEAVE : The period of SABBATICAL LEAVE ( govt .) shall be for a minimum period of 3 months at a time and the LEAVE shall not be taken more than once in a year. -2- Sub: Cir /2012-13 dated - SABBATICAL LEAVE ( govt ) SCHEME for Women Employees. Under this SABBATICAL ( govt .) SCHEME , LEAVE upto 2 years is permissible during the entire career. However, for officers, the total LEAVE period including the LEAVE availed under the earlier SABBATICAL SCHEME of the Bank, EOL SCHEME shall not exceed three years in the entire career. In the case of award staff the total period including the LEAVE availed under earlier SABBATICAL SCHEME , EOL and the extra ordinary LEAVE envisaged under Bipartite shall not exceed three years in the entire career.

3 E. COMPETENT AUTHORITY: The Competent Authority for sanctioning the LEAVE under the SCHEME shall be as under: Category of staff Competent Authority All award staff and officers upto Scale III working in Zone Zonal Manager All award staff and officers upto scale III working in Head Office, ICs, IMAGE, STC, AGM / DGM of HRM Dept Officers in Scale IV and V General Manager (HRM) Executives in Scale VI & VII ED / CMD TERMS AND CONDITIONS: 1. During the period of SABBATICAL LEAVE , the employee shall not be eligible for salary and other emoluments and any consequential monetary and non-monetary benefits. 2. The entire period of SABBATICAL LEAVE availed under this SCHEME will not qualify for active service for the purpose of promotion, seniority, terminal benefits etc. 3. No other kind of LEAVE can be suffixed or prefixed to the SABBATICAL LEAVE .

4 4. The balance under Privilege and Sick LEAVE as on the date of proceeding on LEAVE will be protected. The employee will not earn any kind of LEAVE while on SABBATICAL LEAVE under the SCHEME . -3- Sub: Cir /2012-13 dated - SABBATICAL LEAVE ( govt ) SCHEME for Women Employees. 5. Officers, who pass certain examinations eligible for reimbursement of fees by the Bank during the LEAVE period, shall be paid the incentives available under the Bank s SCHEME only after rejoining duty. 6. The employees / officers have to make their own arrangements for remitting monthly subscription towards SEED and GSLI in order to continue in the schemes and it is the responsibility of the employee to remit the subscriptions to the branch / office where they were working at the time of availing SABBATICAL LEAVE . Further, employees / officers have to make their own arrangement to pay recovery of rent, furniture and instalment of various loans so as to keep the loan accounts in standard status.

5 7. Sundry Advances availed, if any, shall be closed / adjusted before proceeding on LEAVE . 8. Before proceeding on SABBATICAL LEAVE , the employee/officer shall submit a letter of undertaking authorizing the Trustees of PF, Gratuity & Pension Funds for adjustment of the terminal benefits PF/Gratuity/ LEAVE Salary towards outstanding loans and liabilities, in case they fail to rejoin duty after expiry of the sanctioned LEAVE period. 9. The employees / officers proceeding on SABBATICAL LEAVE will have the right of lien on the job in as much as they will be allowed to rejoin the Bank on completing the SABBATICAL LEAVE period allowed by the Bank. 10. During the LEAVE period, the Bank has the right to recall the employees/officers in case of exigencies by giving one month notice. Failure to report for duty in such instances shall be construed as misconduct.

6 11. Employees/officers who intend to extend the LEAVE for further period have to take up with CO:HRM Department THREE MONTHS before completion of the sanctioned LEAVE period. Any extension of LEAVE without prior approval shall be treated as LOP/UAA and appropriate action shall be taken against the erring employees/officers. -4- Sub: Cir /2012-13 dated - SABBATICAL LEAVE ( govt ) SCHEME for Women Employees. 12. The employee / officer shall not be eligible for the following during the SABBATICAL LEAVE period: a. Salary and other emoluments. b. LFC, LEAVE encashment, LFC encashment etc. (Any block falling within the LEAVE period will get lapsed automatically). c. Bonus, ex-gratia, medical / hospitalization expenses, festival advance / interest free salary advance, expenses under staff welfare measures etc.

7 D. To undergo the promotion process that may occur/accrue during the LEAVE period. e. To retain the bank quarters. f. To retain the leased accommodation if any provided. g. To retain bank s vehicle/telephone and other assets including ID card before proceeding on SABBATICAL LEAVE . h. Any increments due during the SABBATICAL LEAVE period will be postponed for the period of LEAVE . i. Service benefits such as LEAVE , Medical Aid, LEAVE Fare Concession etc., shall not accrue to the employee, during the period of SABBATICAL LEAVE . 13. The employees/ officers shall intimate to the Bank their LEAVE address and telephone number/ e-mail ID for correspondence and any change has to be intimated immediately. 14. The employees / officers desiring to LEAVE the services of the Bank by resignation/voluntary retirement during the SABBATICAL LEAVE period may do so by submitting the applications in the prescribed manner as per rules.

The employee/officer shall make herself available to the Bank for any departmental enquiry, investigation, court case, etc., in respect of irregularities, if any, coming to light during the SABBATICAL LEAVE period. On her failure to do so, she would be liable for appropriate action as deemed fit by the Bank. 16. The employees/officers against whom disciplinary action/court cases/criminal cases/CBI cases are pending / contemplated can also apply for SABBATICAL LEAVE but such cases will be considered on merits and the Bank s decision will be final. -5- Sub: Cir /2012-13 dated - SABBATICAL LEAVE ( govt ) SCHEME for Women Employees. 17. After completion of SABBATICAL LEAVE , the employee/officer shall rejoin in the same post and at the same stage of pay she was drawing at the time of proceeding on SABBATICAL LEAVE . The employee/officer shall be advised at her last known address, before the expiry of the LEAVE period, her place of posting.

In the unfortunate event of the death of the employee/officer during the SABBATICAL LEAVE period, terminal benefits will be paid to the legal heirs as per the rules of the Bank after adjusting the liabilities. 19. The employee shall not take up any employment / vocation / business / profession elsewhere during the SABBATICAL LEAVE . GENERAL: The SCHEME comes into force with immediate effect. The Bank shall be at liberty to alter, modify or change the terms, conditions or any of the stipulations contained in the SCHEME at its sole discretion. Chairman and Managing Director will be the Competent Authority for any clarification as to the application or interpretation of any of the terms and conditions of the SCHEME and his decision shall be final. Women employees desirous of applying under the SABBATICAL LEAVE SCHEME may submit an application as provided in Annexure I of this circular.

10 Annexure II is provided for the branches to furnish the certificate / recommendations to the nominated competent authority. Branch Managers / Heads of Departments are requested to display a copy of this circular in the Staff Notice Board.
