All installation, alteration, repair, and maintenancework shall be performed by or under the direct supervisionof a licensed master plumber, except as follows:(a) Minor alterations and ordinary repairs as defined anddelimited in ARTICLE five of SUBCHAPTER one of this chapter.

4 (b) Installation of gas service piping and gas meter pipingmay be performed by a utility corporation that is subject tothe jurisdiction of the public service commission, providedthat the corporation maintains and services such piping .(c) Emergency repairs to alleviate hazardous conditionsin gas distribution piping may be performed by a utilitycorporation which is subject to the jurisdiction of thePublic Service Commission, subject to the requirementsof section 27-176 of ARTICLE fifteen of SUBCHAPTER one ofthis chapter. [ ] 27-897 provisions of referencestandard RS-16 shall be a part of this SUBCHAPTER . [ ] 27-901 GENERAL gas piping shall be designed and installed so as tosatisfy the following conditions and the requirements ofreference standard RS-16:(a) All occupied premises shall have potable building intended for human habitation, occupancy,or use shall be provided with a supply of potable water.(b) Sufficient water fixtures, devices,and appurtenances shall be supplied with water in sufficientvolume and at pressures adequate to enable them tofunction properly. The pipes conveying the water shall beof sufficient size to provide the water required withoutundue pressure reduction and without undue noise under allnormal conditions of use.

6 (c) Water shall be designedand adjusted to use the minimum quantity of waterrevision: July 1, 2008 Title 27 / SUBCHAPTER 16338consistent with proper performance and cleansing of thefixture or PLUMBING appurtenance.(d) Safeguarding against forheating and storing water shall be designed, installed,and maintained to guard against rupture of thecontaining vessel through overheating.*(e) Connection to public water supply systems andto sanitary or combined sewer systems.*Local Law 65-1996; For Excerpts from Local Law 7 of 1974, seeend of SUBCHAPTER 1.(1) The water distribution system and system forconveying sewage from any building in whichplumbing fixtures are installed shall be connected,respectively, to a public water main and a sanitary orcombined sewer if either or both are available and,regarding the sewer, if the department determines thatconnection thereto is feasible.

7 The department shalldetermine that connection is feasible if :1. the sewer is of adequate capacity to receive allsewage flowing from the building;2. the sewer is in adequate physical condition toreceive such sewage;3. no physical obstacles exist between theboundaries of the lot or tract of land on which thebuilding is located and the sewer, which would makeconnection to the sewer impracticable;4. the elevation of the sewer in relation to the lotor tract of land on which the building is located is suchthat conveyance of the sewage from the building to thesewer is not impracticable;5. the sewer is located in the same drainage area asall or most of the lot or tract of land on which thebuilding is located; and6.

8 No other factor reasonably related to theconveyance of sewage from the building to the sewerwould make such connection impracticable orundesirable as a proper means of sewage Where a public water main is not available, anindividual potable water supply shall be provided, andwhere neither a sanitary nor a combined sewer isavailable to which the department determines thatconnection is feasible, a private sewer or privatesewage disposal system shall be provided. All suchprivate systems shall be provided subject to theapproval of the commissioner and of any other agencyor agencies having jurisdiction, and constructed inaccordance with the requirements of reference standardRS-16 and, with respect to the construction ofindividual on site private sewage disposal systems, inaccordance with the specifications and standardsprescribed by the commissioner, in consultation withthe commissioner of environmental protection, pursuantto section six hundred forty three of the Extensions of public sewers and water mains shallbe made in accordance with the regulations of thedepartment of environmental protection.

9 (2) SYSTEMS A public water main, and a sanitary or combinedsewer for the purpose of conveying sewage, shall bedeemed available to a building in which plumbingfixtures are installed, except to a one- or two-familydwelling, if a property line of such building is withinfive hundred feet (measured along a street, alley, orright-of-way) of the public water supply system or thesewer. The connection shall be made in accordancewith the applicable standards of the department ofenvironmental A public water supply system, and a sanitary orcombined sewer for the purpose of conveying sewage,shall be deemed available to a one- and two-familydwelling if a property line of such dwelling is withinone hundred feet (measured along a street, alley, orright-of-way) of the public water supply system or thesewer.

10 The connection shall be made in accordancewith the applicable standards of the department ofenvironmental Where two or more one- or two-family dwellingsare to be constructed on a tract of land, or where asubstantial improvement of any other type of buildingor buildings is contemplated on a tract of land, thepublic water supply system and/or the sanitary orcombined sewer may be declared available thereto bythe agencies having jurisdiction thereon even thoughthe distances specified in subparagraphs (a) and (b) ofthis paragraph are exceeded.(f) Well water well or individual watersupply may be installed for any purpose without theapproval of the commissioner and of the department ofhealth and the department of environmental protection.
