[ ] 27-983 provisions of referencestandard RS-18 shall be a part of this SUBCHAPTER .

3 [ ] 27-984 definitions to be usedin the interpretation of this SUBCHAPTER , see SUBCHAPTER twoof this chapter. [ ] 27-985 the requirements governingthe filing of plans and the work to be shown on plans, seesubchapter one of this chapter. [ ] 27-986 the requirementsgoverning equipment work permits and equipment usepermits, see SUBCHAPTER one of this chapter. [ ] 27-987 General of theequipment listed in section 27-982 of this article shall bedesigned, constructed, altered and maintained as required bythe provisions of this SUBCHAPTER and reference standard RS-18. No piping or ductwork of any kind shall be permittedwithin hoistway or elevator enclosures except (i) as may berequired for the elevator installation and (ii) low voltagewiring required or permitted by SUBCHAPTER seventeen ofthis chapter provided that such wiring shall be protected withinthe hoistway or elevator enclosures in accordance therewith.

4 (a) Construction for workers' hoiststhe provisions of this SUBCHAPTER shall not apply to materialshoisting equipment for temporary construction use. For suchequipment, the requirements of SUBCHAPTER nineteen of thischapter shall apply.(b) Portable provisions of this subchaptershall not apply to portable elevating devices used to handlematerials only except as specifically provided in referencestandard RS 18-5.** (c) Fire protection and impact (1) Fire The fire resistance rating ofhoistway enclosures shall be two hours and forhoistway doors and door assemblies the fire protectionshall be one and one-half hours subject to the testprocedures of SUBCHAPTER five of this chapter.(a) vertical CONVEYORS passing through floors shall befire protected as required for shafts in SUBCHAPTER fiveof this : October 1, 2004 Title 27 / SUBCHAPTER 18372(b) inclined CONVEYORS passing through floors shall befire protected as required in reference standard 18-1 forescalators which are not a required means of egress.

5 (c) horizontal CONVEYORS passing through vertical firedivisions shall be fire protected as required in subchapterfive of this chapter.(2) Impact elevator enclosures servingoccupancy group E spaces (office spaces) in high risebuildings constructed pursuant to applications filed on orafter July 1, 2006, shall comply with rules to be promulgatedby the commissioner establishing minimum impact resistancestandards. Such rules shall permit compliance withassemblies comprising approved reinforced constructionboards affixed onto stud framing. The commissioner shallpromulgate such rules on or before January 1, 2006.(d) ELEVATORS provisions designatingbuildings in which ELEVATORS are required, see subdivision (c) ofsection 27-372 of article five of SUBCHAPTER six of this chapter.(e) elevator all multiple dwellings in whichthere are one or more self-service passenger ELEVATORS , thereshall, pursuant to such regulations as the commissioner shallprescribe, be affixed and maintained in each such elevator amirror which will enable persons prior to entering into suchelevator to view the inside thereof to determine whetherany person is in such elevator .

6 (f) Emergency signal , other thanprivate residence ELEVATORS , that are operated at any timewithout a designated operator in the car, shall be providedwith emergency signal equipment in accordance with therequirements of reference standard RS 18-1.(g) ELEVATORS and escalators as shallnot be accepted as a required means of egress. Elevatorsshall not be installed in a common enclosure with a shall be accepted as equivalent to stairs when theycomply with the requirements of section 27-378 of articlefive of SUBCHAPTER six of this chapter.(h) Car switch with car switchoperation shall be provided with a signal system by meansof which signals can be given from any landing wheneverthe elevator is desired at that landing.(i) Electrical electric work shallconform to the electrical code of the city of New York.**Local Law 26-2004. [ ] 27-988 installation of manliftsis governed by the requirements of reference standard RS18-9, and such additional safety regulations as may bepromulgated by the commissioner.

7 [ ] 27-989 elevator in (a) Except as provided in subdivision (b) of this section,in every building seventy-five feet or more in height, allfloors shall be served by at least one elevator which shall bekept available for immediate use by the fire departmentduring all hours of the night and day, including holidays,Saturdays and Sundays. There shall be available at all times aperson competent to operate the elevator , except that no attendantshall be required for buildings between seventy-five feet andone hundred fifty feet in height having ELEVATORS with automaticor continuous pressure operation with keyed switches meetingthe requirements of reference standard RS 18-1 so as to permitsole use of the ELEVATORS by the fire department.(b) In high rise buildings classified in occupancy group A,B, C, D, E, F, G or H, in buildings classified in occupancygroup E with a gross area of two hundred thousand squarefeet or more, in buildings classified in occupancy group J-1or J-2, in existing high rise buildings classified in occupancygroups C, F, G and H, in existing buildings classified inoccupancy group J-1 (except "residential hotels," as suchterm is defined by the commissioner pursuant to rules andregulations) and in existing office buildings one hundredfeet or more in height the number of ELEVATORS that shall bekept available for immediate use by the fire department asprovided for in subdivision (a) of this section, shall be as follows:(1) Where a floor is serviced by three or less elevator cars,every car shall be kept available.

8 (2) Where a floor is serviced by more than three elevatorcars, at least three elevator cars with a total rated loadcapacity of not less than six thousand pounds shall be keptavailable for every floor. Such cars shall include not morethan two cars which service all floors and at least one othercar in another bank servicing that floor. If the total loadcapacity of all cars servicing the floor is less than sixthousand pounds, all such cars shall be kept available.(3) Such ELEVATORS which have automatic or continuouspressure operation shall be controlled by keyed switchesmeeting the requirements of reference standard RS 18-1.(4) In high rise buildings classified in occupancy groupA, B, C, D, E, F, G or H, in low rise buildings classifiedin occupancy group E with a gross area of two hundredthousand square feet or more and in buildings classifiedin occupancy group J-1 or J-2, all other automaticallyoperated cars shall have manual operation capability.

9 (c) Notwithstanding the retroactive provisions of section27-994 of article two of this SUBCHAPTER :(1) Existing office buildings one hundred feet or more inheight shall comply with the requirements of this section bySeptember thirteenth, nineteen hundred eighty-one. Completeplans of the installation shall be filed with the commissionerby June thirteenth, nineteen hundred eighty. A permit shallbe secured from the commissioner by September thirteenth,nineteen hundred eighty.(2) Existing high-rise buildings classified in occupancygroup C, F, G or H and existing buildings classified inoccupancy group J-1 subject to the requirements of thissection shall comply with the requirements of this section onor before April first, nineteen hundred eighty-seven. [ ] 27-990 Acceptance of equipment and devices regulated by the provisions ofthis SUBCHAPTER shall be accepted or approved for use inaccordance with the requirements of article eight ofsubchapter one of this : October 1, 2004 Title 27 / SUBCHAPTER 18373 [ ] 27-991 construction,installation and alteration of all elevator and conveyorequipment and devices, shall be subject to the provisions ofthis SUBCHAPTER and applicable reference standards as follows:(a) ELEVATORS , dumbwaiters, escalators and standard RS 18-1.

10 (b) Mechanized parking garage RS 18-2.(c) Automotive standard RS 18-3.(d) Industrial lifts and hinged loading RS 18-4.(e) standard RS 18-5.(f) Console or stage standard RS 18-6.(g) Workers' standard RS 18-7.(h) Power operated standard RS 18-8. [ ] 27-992 to ELEVATORS ,escalators, dumbwaiters and other equipment providedfor in this SUBCHAPTER shall comply with the requirementsof article four of SUBCHAPTER one of this chapter. Minoralterations and ordinary repairs shall comply with therequirements of article five of SUBCHAPTER one of thischapter except that elevator work shall not constitute a minoralteration or an ordinary repair when it is classified asalteration by the provisions of reference standard RS 18-1. [ ] 27-993 Prohibited installationof sidewalk ELEVATORS located outside the street line 2 EXISTING INSTALLATIONS [ ] 27-994 Retroactive provisionsof this SUBCHAPTER are not retroactive except that the provisionsof this section are retroactive.
