1 SUN city home OWNERS ASSOCIATION 2016 june newsletter SCHOA Board of Directors Joined In Supporting the Sun city Walls Project! On Tuesday, May 24, the SCHOA Board of Directors approved donating $5,000 to SCRAP (Sun city Residents Action Program) for their current initiative to clean and paint Sun city perimeter walls. The SCHOA Board recognizes the deteriorating condition of the walls impacts all of Sun city and residential home values. SCRAP (working in conjunction with SCHOA) has developed an ongoing plan to maintain the walls and keep them attractive for generations to come. SCHOA s Staff has come together in support of the Walls Project as a team.

2 At this time, the current plan is to generate $250,000 over a ten-year period; $25,000/year to support the project. The goal of the program is to be supported by donations which will address areas that are in the greatest need of attention. Currently, the areas being addressed are located in each phase of Sun city beginning with Phase 3 on 99th Avenue, Phase 1 on Olive Avenue and Phase 2 on Bell Road. SCHOA is invested in protecting all Sun city property values through their mission To provide for the well-being of Sun city through fair and universal compliance with the CC&Rs. The CC&Rs don t cover commercial properties, however, SCHOA is committed to partnering with community organizations to protect the appearance of Sun city for generations to come.

3 Even though all OWNERS (residential or commercial) don t have walls physically near or around their property, everyone wants their community to be maintained attractively. SCRAP (Sun city Residents Action Program) is a 501c3 organization and donations are tax deductible. Recognizing the continuing deterioration of 37 miles of walls, the decision was made to take action. Currently, SCRAP is reaching out to residents, businesses and organizations to support this project. When you support SCRAP, you are supporting Sun city ! All donations will be recognized publically throughout the year in SCHOA publications. 4 Tuesday, june 28 Noon 2:00 10401 W Coggins Drive On Tuesday, june 28, SCHOA will be hosting an Open House expressing appreciation to the Community for their patience as the office has undergone a facelift for the past several months. Share the fun visiting with special guests, business partners, neighbors and friends. Refreshments will be provided. The SCHOA Board of Directors and Staff look forward to seeing you! Mark your Calendar! SCHOA Welcomes New Sun city Residents june 15, 2016 Each quarter SCHOA hosts its New Residents Orientation to welcome new Sun city neighbors to the Community. On june 15th, at 10:00 , new residents will enjoy several community presentations as well as Sun city service organizations exhibiting their services that are available.

5 The event will take place at the Palmbrook Country Club. Ben Roloff, SCHOA s Board of Directors vice president and Sun city historian, will share history that goes back over 55 years and is rich with stories and photos. Also attending the event will be local District 21 representatives as well as the Sun city Posse will address Neighbors Helping Neighbors in Sun city . Sun city is known as the city of Volunteers. SCHOA wishes to assure all residents are aware of guidelines that assure Sun city remains one of the most desirable retirement communities (over 55 years of age) in the country. All Sun city properties are governed by deed restrictions, Covenants, Conditions & Restrictions or CC&Rs which all residents ( OWNERS and/or renters) are required to follow.

6 A deed restriction is a document that is considered a contract. The restrictions, or CC&Rs, contain information and guidelines about what can and cannot be done with a property. All residents should have received a copy of the Sun city CC&Rs when purchasing their home . An important deed restriction for Sun city is the requirement that homes must be occupied by at least one person over the age of fifty-five (55). There are other restrictions, including but not limited to, setback requirements where improvements can be constructed although there are prohibitions against accessory buildings, such as storage sheds. Storage sheds you may see on other lots may have been grandfathered; don t assume the existence of such buildings on other lots means one would be acceptable on your property.

7 As a new owner , it is important to make yourself familiar with the applicable guidelines as they run the gamut from parking of vehicles, using your property for a commercial purpose, proper maintenance and upkeep of the residence, landscaping improvements, and others. It represents all Sun city residents in governmental matters such as electricity and water systems and their costs. SCHOA is highly invested in supporting the CC&Rs which protect property values throughout Sun city .

SCHOA Legislative Committee Update The Arizona Corporation Commission has recently initiated an Investigation into Potential Improvements to its Water Policies. The investigation focuses on the need to consolidate the State s small water/wastewater companies which come under the control of the Commission. The Arizona marketplace is admittedly highly fragmented.

9 There are over 250 private water/wastewater companies providing services throughout Arizona. Most of these utility companies are underperforming for a number of reasons. Such as: Lack of financial resources; declining populations; lack of experienced staff; lack of long-term strategic planning relating to infrastructure; lack of economies of scale thus growing cost structures and dramatic rate increases for ratepayers. Based on what this writer observed at the recently opened docket, the Commissioners plan to issue a number of Policy Statements regarding this looming statewide issue. These Policy Statements will be the initiators of new methodologies promulgating the consolidation of the 250 or so small statewide water/wastewater utilities to closer to a count of fifty (50).

10 This could be at least a ten year program to complete. There are serious challenges of Consolidating an Industry. The Commission will also need to develop an updated policy framework that transitions rate setting from a model just based on cost causation to one that includes the enabling of consolidation. That alone will prove difficult and costly for some ratepayers of the existing large utilities engaged in acquiring these smaller companies. to understand how to balance those costs. That will be the difficult part. Consolidations and Acquisitions come with costs; and those costs must be recovered in a fair and manageable manner. In time, there will be cost savings that come from economies of scale that should reduce or mitigate the initial increased cost structure.
