1 VSCCS Bulletin 1 Page 1 of 15 Vehicle Safety Compliance Certification Scheme Bulletin 01 Published 7 September 2018 | Rev 157 Supersedes | Rev 156 Licensed certifiers If you have a significantly modified vehicle or a non-standard vehicle, it must be inspected by a NSW Government accredited representative, known as a Vehicle Safety Compliance Certification Scheme (VSCCS) Licensed certifier or an Approved Vehicle Examiner. Light vehicles - To determine what is a significant modification to a light vehicle, refer to Vehicle Standards Information Sheet 6 (VSI 6). Heavy vehicles - Customers can refer to the National Heavy Vehicle Regulator Code of Practice for Approval of Heavy Vehicle Modifications for Heavy Vehicle modifications. Following the introduction of the Heavy Vehicle National Law (HVNL), NSW now accepts modification certificates for heavy vehicles from other jurisdictions.

2 Click here to find a national Approved Vehicle Examiners. The HVNL requires Approved Vehicle Examiners to certify modified heavy vehicles. For VSCCS purposes an Approved Vehicle Examiner is a Licensed certifier Licensed to certify vehicle components or vehicles with a GVM exceeding tonnes. Vehicle and competency categories Licensed certifiers are only authorised to assess vehicles and modifications within their particular areas of expertise. Please note: J&P refers to the certification of modifications of body fitments and tow coupling/fifth wheels. Licensed certifiers The table below shows a list of Roads and Maritime Services approved VSCCS Licensed certifiers as at the date of publication of this bulletin. This list is updated regularly. Some Licensed certifiers may provide a mobile certification service. You should discuss this with the individual Licensed certifier. Indicates that no category restriction applies ie all categories for that vehicle type can be certified.
