CMD/TANGEDCO s Note approval dated 04-01-2017. ** In the memo cited in reference (1) above, it was instructed to follow guidelines and process flow for e-filing of New Service Connection (NSC)/Addition or Reduction of load applications in respect of HT applications similar to LT applications received in RAPDRP towns.

2 2. Now, the CMD/TANGEDCO has approved the online application filing of HT New Service Connection / Addition or Reduction of Load in respect of HT services applicable to entire TAMIL nadu . 3. In view of the above, the Instruction issued vide reference (1) cited above is cancelled and the new procedure to be adopted and the process flow for handling the New Service/ Additional/ Reduction of load applications in respect of HT applications to implement the online application filing facility is given below: 1. The applicant has to open the TANGEDCO s web-portal ( ). 2. The applicant has to select the type of application and fill in the required details in Form 4 prescribed by TNERC and submit the application and upload the supporting documents as prescribed in the TAMIL nadu Electricity DISTRIBUTION Code through the web portal. 3. On submitting the application along with supporting documents, the Acknowledgement would be generated along with the Application Reference Number and a mail will be sent to the applicant informing that the application is forwarded to the concerned Circle office and to ensure that the hard copies of required documents duly self attested are sent through post/courier etc.

3 , to concerned Circle office within 7 days from the date of receipt of this Acknowledgement for taking further course of action. 4. Web links to print the submitted application form would be provided in the portal. 5. The applicant has to send the hard copies of the printed application and supporting documents uploaded duly certified as per the provisions in the TNE DISTRIBUTION code to the respective Circle office. 6. On receipt of hard copies of the documents, the officer concerned shall enter the date of receipt of the hard copy of the document in the HT software through his User ID. The verification process will be started from the date of submission of hard copies to the circle office by the applicant. During verification process of the application and documents at circle office, if any discrepancies are noticed, then the details of the discrepancies shall be entered in the system by the officer concerned within 7 working days from the date of receipt of hard copies and a notice would be generated to intimate (through e-mail) the applicant about defects for rectification and resubmission within 7 working days.

If the hard copies of the printed application along with the supporting documents uploaded duly certified are not received at circle office within 7 working days from the date of online filing of application or the documents are not re-submitted to the circle office after rectification of defects within the 7 working days from the date of receipt of intimation about defects, the application would become null and void automatically and the applicant has to submit a new application through on line again. Accordingly the status will be updated in the portal and the intimation will be sent through e-mail to the applicant. 8. On verification of the hard copies of the application along with documents within two days from the date of receipt, if they are found in complete shape the applicant would be informed by the Superintending Engineer concerned through e-mail that the application is in order and after conducting feasibility study, a demand notice will be issued immediately for the payment of Registration fee and EMD charges.

The feasibility study shall be completed within 15 days from the date of issue of feasibility study intimation to the consumer as mentioned in para The date of completion of feasibility study shall be entered in the HT software. 10. After completion of feasibility study, a demand notice will be generated immediately in the portal for the payment of registration fee and EMD and issued to the consumer through e- mail to make payment through on line of Indian Overseas Bank / TAMIL nadu Mercantile Bank s Website within 15 days from the date of receipt of demand notice. 11. On payment of Registration fee and EMD, the application will be registered and the registration no. will be generated and intimated to the applicant through e- mail. The facility for the on- line payment of the charges towards the HT new Service Connection application has been enabled through Indian Overseas Bank / TAMIL nadu Mercantile Bank at present.

6 As and when this facility is extended to other banks, the same may be availed by the new Service Connection applicants. 12. If the Registration fee and EMD is not paid within 15 days, the application would become null and void automatically and the applicant has to submit a new application through on line again. Accordingly, the status of the application will be updated in the portal and the intimation will be sent through e-mail to the applicant. 13. Estimate shall be prepared and sanctioned within 15 days from the date of registration. After sanctioning of estimate, the applicant would be informed through e-mail to pay the Development and other applicable charges and to execute an agreement within 15 days from the date of receipt of such notice. 14. The Development and other applicable charges shall be paid by the applicant within 15 days from the date of receipt of notice through online through Indian Overseas Bank / TAMIL nadu Mercantile Bank at present.

7 As and when this facility is extended to other banks, the same may be availed by the new Service Connection applicants. On a specific request of the applicant, the Chief Engineer of the concerned DISTRIBUTION Region in exceptional/deserving cases may grant permission to the Consumer for making payment of Development and other applicable charges beyond 15 days. The time schedule prescribed in the TNERC DSOP Regulation will start from the date of registration of application along with other necessary documents in complete shape. The time taken by the Consumer to remit the prescribed charges (Registration charge/EMD/Estimate and other applicable charges) from the date of receipt of Demand Notice will not be covered in the above time schedule. 15. If the Development and other applicable charges is not paid within 15 days/ extended period or not executed agreement within 15 days/extended period, the application would be cancelled forfeiting EMD and the applicant has to submit a new application through on line again.

8 Accordingly, the status of the application will be updated in the portal and the intimation will be sent through e-mail to the applicant. 16. Priority for effecting New Service/ Additional/ Reduction of load would be considered based on the area served by the Substation feeder. 17. CEIG certificate for all the applicants shall be obtained before effecting service connection. Also completion certificate to the special and multi-storied buildings in the CMDA jurisdiction shall be obtained before effecting service connection. 18. On payment of estimation and other applicable charges and execution of agreement by the applicant, TANGEDCO may start the work. 19. On completion of works by the TANGEDCO, supply availability notice will be issued to the applicant to avail supply within 3 months by the Superintending Engineers concerned. If the consumer fails to avail supply within the above period, a further 3 months notice will be sent to the consumer to avail the supply on payment of monthly minimum charges for the extended period in advance.

9 If the consumer does not avail the supply during this notice period, the application will be treated as cancelled, terminating the agreement. All the amount paid by the new service connection applicant except Meter Caution Deposit will be forfeited and the status will be updated in the portal and the intimation will be sent through e-mail to the applicant. 20. However, Chief Engineer/ DISTRIBUTION is delegated with powers to condone the delay on specific request from the consumer if received before expiry of second notice period and to accord approval to effect supply any day after the date of expiry of second notice of availability of supply without forfeiture of development and other charges and cancellation of application subject to consent to pay monthly minimum charges up to the date of availing supply. 21. If the consumer avails supply during the notice period of availability of supply, the consumer shall pay the monthly minimum charges at the notified tariff rate for the period from the date of issue of first notice of supply availability till the date of availing supply.

10 22. The OTR/RTR forms shall be made available in the website and the hard copy of OTR/RTR should be signed at the time of effecting service connection. 23. In all the cases, OTR / RTR No. may be entered in the new service connection module for successful completion of effecting new service connection/ addition/reduction of load as the case may be. 24. Supply shall be effected within the time schedule prescribed in DISTRIBUTION Standards Of Performance from the date of registration of application. 4. The above procedure of online application filing of New Service Connection/ Addition or Reduction of demand applications in respect of HT service connection may be implemented in entire TAMIL nadu .
