Draft Minutes - 6/27/06 Annual TBHOA Homeowners' Meeting 7:00 @ Harris Fox Lake Bank Call to order: The meeting was called to order at 7:05 at Harris Bank Fox Lake. Present were Board members Norm Brunner, Jim Cogar, Penny Cummings, Bob Koziol and Eileen Perry. Lynda Potas of Complete Management Solutions was also present. There were 27. homeowners present. Penny announced that there are seven new homeowners since the last annual meeting.

2 There are two new owners since the last meeting of 5/23/06. Welcome to new owners of 26164 Vista Gayle Mondie and 26156 Vista Gregg Stockey and Bonnie Collins. There are currently four units for sale. Penny asked for approval of the previous minutes. A motion was made by Jim Cogar to approve the minutes of 5/23/06 TBHOA. Meeting. Bob Koziol seconded the motion, the motion was carried and the minutes were approved with no changes. Norm Brunner gave the Treasurer's Report. There is currently $11, in the operating checking account, $ in the Boat Dock account and $ in the Boat Storage Building account.

3 There is $23, in the reserve fund money market account, two six month CDs held at Harris Bank, one at $25,377,24 and $ 25, A third CD is at TCF in the amount of $25,000. Total reserve fund is $99,842,88. Motion was made by Bob Koziol to approve the Treasurer's report, the motion was seconded by Jim Cogar and carried. Old Business: Deck Repairs & Painting Lynda Potas reported that two units still had identified deck repairs to be completed. The Association has contracted to have these completed this week. Costs for these repairs will be billed back to the unit owners.

4 Several homeowners expressed concerns with the job done (or not done) by American Decorating. Owners reported bubbling, peeling/chipping. The Board took note of these and will ask homeowners to mark areas of concern before the next round of painting. Florian Kochanny suggested that the Board consider replacement of all wood trim with aluminum/plastic. He feels that in the long term this is the better solution to prevent the costs of painting every 3 years or so. There is no money available for this process, but Penny stated that the Board would discuss options for this type of work.

5 The Board is considering experimenting on the Pump House with a new type of vinyl paint that is to last thirty+ years. Exterior Painting Bids for painting contractors are being reviewed by the Board at a special meeting on 6/29/06. Currently there are five bids (1). American Decorating $29,960 2YR warranty (2) Dasch Painting and Finishings $30,783 -4 YR warranty (3) Painting Services $45,000 - no warranty mentioned, (4) Reliable Services $78,000 no warranty mentioned (5) Ace Painting $78,000. One additional bid is in process from Deck-Tech.

6 Light Fixture Replacement Most light fixtures have been received and as many as possible have been installed by AAA. There were some issues that came up with the fixtures due to the various placements of the fixtures on several units, and some being broken. The location of the light outlets was not standardized throughout the sub-division. Penny and Bob did an extensive review of needs and a small number of units will need to have a downward oriented style installed in the entry areas. The remaining fixtures should be in by the end of July.

7 The cost to homeowners using AAA is $ per fixture which includes fixtures, bulbs and disposal of old fixtures, plus the installation fee of $ per fixture. Owners will be billed for fixtures on 60-day payment terms. All fixtures must be installed within 30 days of delivery. There is a dumpster on-site at boat house during installation. This can be used for owners doing their own installation to dispose of old fixtures. Penny stated there should also be room for owners to dispose of small un-needed items. Although a memo was posted at the mailboxes, to inform owners of the back order, some owners did not see this.

8 Penny stated that there was no time for an individual mailing. Penny apologized from the Board to owners who did not receive the fixtures, or see the notice. Roof Inspection Contract An extensive roof inspection has taken place. Four roofs needing attention have been identified and have been repaired. Several minor issues were corrected and it is felt that this was a wise decision and will prevent major repairs in the future. This type of inspection and repair should help to prevent additional roof leaks. Work Orders Reliable Services has been doing a pretty good job.

9 No excessive backlog of work orders currently. There are currently five open work orders. 2006 Landscape Improvements Common Area trees and shrubs will be mulched this week. Cost to the Association is $5,985. Home owners are encouraged to mulch their limited common planting areas. It is asked that no red mulch be used. Some owners had planted flowers around trees;. unfortunately the mulching needs to be done and some owners may lose what they have planted. The north side of the west berm will be repaired this season. Jim is working with Countryside for appropriate planning.

10 Over 75 trees and shrubs have recently been replaced. Owners are encouraged strongly to water all plantings, but especially these new ones. Discussion came from the floor about using alligator bags. Due to the fact that these also need to be filled with water, and do not look attractive, the Board is asking owners to help out with watering these plantings. Shoreline Erosion & Walk Path Repairs A reminder was made that the SWM grant application was denied at end of last year. The SWCD grant application was denied for 2nd time in March.
