2 Once revenue earnings showsdownward trends the curtailment of benefitsstart one after another much to the agonyof the workers. The recent curbs andcurtailments on Medical, LTC, Encashmentof leave and denial of Bonus to employeesfor last two years are glaring but sordidexamples. There may be manifold reasonsfor the present financial scenario but thecriticisms and blames, omissions andcommissions will be of no use at thisJuncture as hurling of abuses and blamegame, and bad blood have already broughtenough damaging effects on the working ofthe PSU. These must cease and stop soonerthe better for the DOT, Administrative Ministry, whichis supposed to control and cooperate in theaffairs of functioning of BSNL has generallycreated impediments and so for has not takenconcrete steps for revival of the company. Butwhen the company was picking up and startedshowing upward trends in revenue earningthe DOT all of sudden created an avoidableatmosphere of uncertainty by recking up theissue of absorption and repatriation of ITSpersonnel.

3 The managers sitting at the helmof affairs reacted and completely stopped toperform and even avoided to takeadministrative and financial decisions. Evenscraps could not be auctioned in almostmajority of the SSAs as there is noaccountability in BSNL. The heads ofSSAs and circles obviously feel they arenot answerable and don t care the orders ofBSNL HQR. Such developments during theperiod have brought immense loss to theBSNL. What is most surprising is that the DOTis now making an about turn on the ITSissue.
