2 Government of Jamaica (GOJ)hasdecided to implement therecommendation encompassedin thePublic SECTOR Master Rationalization Planto centralize the provision of legal to a centralized organizationmustbe approached strategically and systematically asthe changes are manifold. A coordinated approach supported by senior leadership is the complexity of the exercise, a structured approach is crucial to meet the commitment ofcentralized legal advice and services for the GOJ. An effective way to ensure this structure is inplace, and therefore,increasesthe chances of success, is through the adoption of a projectmanagement approach using a temporary full-time, transition team with expertize in key the Transition Project Team (TPT) is in place and has completed preparatory work,Ministries and other central government organizations Legal Service Units (LSUs)
3 Will becentralized one by one as arrangements are made and Memoranda of Understanding negotiatedPublic SECTOR Transformation and Modernization ProgrammeFebruary 19, 20182between theAG s Chambers and theorganizations being centralized. The TPT will assist theAG s Chambers with thetransition of LSUs to the AG s Chambers. Initial phases of the projectwill focus on strengthening the AG s Chambers'structure andfunctioning,while movingresponsibilities and positions of LSUstothe AG s ObjectiveThe purpose of the assignment is to support the AG s Chambers and the Solicitor General (SG),in particular, in the strategic and daily operationalmanagement of the of WorkThe successful transition to centralized legal servicesunder the ambit of the AG s Chambersisheavily dependent on the successfulupgrade and stabilization of that organization sICTplatform and purpose of the assignment is to support the AG s Chambers overallProject Implementation Plan by managing the implementation of new software and hardwaretools to support the workflow within a centralized headquarters and 17 off-site Project Manager, ICTwill work in collaboration with the Manager,Information Services(MOJ)
4 To ensure the effective project management of the software and hardware components ofthe project, including planning and reporting, implementation of projectactivities, review, andevaluation. Additionally, theProject Manager will beresponsible for ensuring project andInformation Management/Information Technology (IM/IT)documentation pertaining to theIM/IT components of the project,andthat all supporting documents are properly Managerisalsorequired to support the transition and integration ofthe provision ofICTservices to the AG s Chambers, andensurethatall servicesare successfully a minimum, he/she will be expected to: Workwith the Projectand Change Management Executive,the Manager, InformationServices (MOJ), and other key stakeholdersto define prioritiesand requirements.
5 Develop and implementan ICTT ransitionProjectPlanin collaboration withtheManager, Information Services (MOJ); Overseedata migration, the technical interface with other system and systemsconfiguration and deployment; Liaisewith MOJ sManager, Information Services,theAG sChambers, and other keystakeholdersto resolveissues and ensure client requirements are met; Recommendtechnical strategy, policies and procedures; PUBLIC SECTOR Transformation and Modernization ProgrammeFebruary 19, 20183 Develop and operatetechnical testing programs in accordance with established MOJstandards; Producetechnical documentation; Reporton progress/issues to management and users; Ensuremanagement supports and uses the new IM/ITsystems; Developback-up and disaster recovery measures; Collaboratewith Ministries, LSUs, andDivisions/Units within theAG sChamberstosupport seamless transition to new software and hardware, as applicable;and Developand delivertraining to staff on new software and deliverables under this project areoutlinedin the tablebelow.
6 Alldocumentssubmitted must conform to the following minimum standards: should follow the draft outline that is to be submitted to and approvedprior to thedeliverable being formally submitted; use language appropriate for a non-technical audience; be comprehensive,properly formatted and well presented; provide justifications for all assumptions; show evidence ofconsultation; be presented to the Steering Committee to allow for feedback and comments; final version of deliverable to incorporate Steering Committee feedback and besubmitted in electronic editable format and two hard Transition ProjectPlanThe Project Management Plan must conform to acceptedproject management standards,identifying how and whenthe project objectives will be achieved.
7 Clearly definingthe deliverables, milestones, activities andresourcesrequired for successful project execution, andmustat a minimum detail how the following will beaddressed under theproject: Scope Management Requirements Management Cost Management Schedule Management Budget Management Quality Management HumanResource ManagementPublic SECTOR Transformation and Modernization ProgrammeFebruary 19, DELIVERABLESDESCRIPTION Stakeholders Management Communications Management Risk Management Procurement Management ImplementationFinal Project Plan must be submitted to the AG sChambers and the Project Sponsor no more than six (6)
8 Weeks after contract and ProtocolsDevelopment and implementation of written guidelines,policies, and protocols to address and implementation of training programmesto equip staff with the skills to use thenewsoftware andEvaluationThis will include the monitoring status reports and adjustmenttoplans,as required; Collection and Reporting ProgressReportsThe officer will be required to submit Monthly ProgressReports,summarising: theprogress made during the period ( actual targets, etc.) the proposed activities for the ensuing month risks, challenges, gaps, and recommendations foraddressing them Advice and recommendations totheAG sChambers Executive Committee tosupport thetransition to an integrateddelivery of ICT RelationshipThe officer will report to theProject Management SECTOR Transformation and Modernization ProgrammeFebruary 19, Responsibility Expertise RequiredThe ideal candidateshould possess: Bachelor s Degree in Computer Science/ICT,or equivalent Experience in multiple ICT disciplines,such as software development, networking,technical support, systems architecture,etc.
9 Proven seniormanagement experience for a minimum of five (5) years Advanced knowledge of Information Management and Technology software andhardware systems Certification such as Microsoft Systems, Cisco,CCNA or CISA would be an assetExperience leading IM/IT projects; and experience developing and delivering trainingwouldalsobe an assetThe candidate will also be expected to demonstrate the following: Analyticaland problem-solving skills Ability to managestakeholders andprofessional relationships Soundanalyticaland problem-solving skills Excellentoral and written communicationand presentationskills Excellent time management skills Excellentpeople andteam building skills Ability to deal with people at varying levels of the Change Management Executive,Solicitor General,Deputy Solicitors General, SystemsAdministrator (AG s Chambers)
