8 mhmr center FACILITIES ACQUISITION PROGRAM. This program is a financing tool offered each year to all members of the Texas Council. The program allows Centers to combine their financing requirements and issue low-cost, tax-exempt municipal bonds to provide money needed for expansion. Proceeds from the bond sale can be used by the Centers to construct new facilities, purchase existing facilities, refinance high-rate loans, renovate facilities, or purchase major equipment. This program offers Centers a full service insurance option.
