2 Be it enacted by the Senate and House of Representa-1tives of the United States of america in CONGRESS assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the Protecting Our Democ-4racy by Preventing Foreign Citizens from Voting Act . 5 SEC. 2. FEDERAL PAYMENT RESTRICTION. 6(a) INGENERAL. Notwithstanding any other provi-7sion of law, no Federal funds may be made available to 82 MCG21D37 TR6 any State or local government if such State or local gov-1ernment allows individuals who are not citizens of the 2 United States to vote in any Federal, State, or local elec-3tion.
3 4(b) CERTIFICATION. Upon application, approval, 5and receipt of any Federal funds, a State or local govern-6ment shall certify that the State or local government does 7not permit individuals who are not citizens of the United 8 States to vote in any Federal, State, or local election. 9(c) APPLICABILITY. The requirements of this sec-10tion shall only apply with respect to any contract entered 11into or grant made on or after the date of the enactment 12of this Act. 13
