Activities may request a waiver tothis regulation by providing justificationthat includes a full analysis of the ex-pected benefits and must include formalreview by the activity s senior legal offi-cer.

6 All waiver requests will be endorsedby the commander or senior leader of therequesting activity and forwarded throughhigher headquarters to the policy propo-n e n t .
