The legislature recognizes that thepractices of cosmetology , hair design, barbering , manicuring,and esthetics involve the use of tools and chemicals whichmay be dangerous when mixed or applied improperly, andtherefore finds it necessary in the interest of the public health,safety, and welfare to regulate those practices in this state.

As used in this chapter, the fol-lowing terms have the meanings indicated unless the contextclearly requires otherwise:(1) "Apprentice" means a person who is engaged in astate-approved apprenticeship program and who must receivea wage or compensation while engaged in the program.(2) "Apprentice monthly report" means the apprenticerecord of daily activities and the number of hours completedin each course of a curriculum that is prepared monthly by theapproved apprenticeship program and provided to theapprentice, audited annually by the department, and kept onfile by the approved apprenticeship program for three years.

4 (3) "Apprentice trainer" means a person who gives train-ing to an apprentice in an approved apprenticeship programand who is approved under RCW (4) "Apprenticeship program" means a state-approvedapprenticeship program pursuant to chapter RCW andapproved under RCW for the training of cosmetol-ogy, hair design, barbering , esthetics, master esthetics, andmanicuring.(5) "Apprenticeship training committee" means a com-mittee approved by the Washington apprenticeship and train-ing council established in chapter RCW.

5 (6) "Approved apprenticeship shop" means a salon/shopthat has been approved under RCW and RCW to participate in an apprenticeship program.(7) "Approved security" means surety bond.(8) "Barber" means a person licensed under this chapterto engage in the practice of barbering .(9) "Board" means the cosmetology , hair design, barber-ing, esthetics, and manicuring advisory board.(10) "Cosmetologist" means a person licensed under thischapter to engage in the practice of cosmetology .(11) "Crossover training" means training approved bythe director as training hours that may be credited to currentlicensees for similar training received in another professionlicensed under this chapter.

6 (12) "Curriculum" means the courses of study taught at aschool, online training by a school, in an approved appren-ticeship program established by the Washington state appren-ticeship and training council and conducted in an approvedsalon/shop, or online training by an approved apprenticeshipprogram, set by rule under this chapter, and approved by thedepartment. After consulting with the board, the director mayset by rule a percentage of hours in a curriculum, up to a max-imum of ten percent, that could include hours a studentreceives while training in a salon/shop under a contractapproved by the department.

7 Each curriculum must include atleast the following required hours:(a) School curriculum:(i) Cosmetologist, one thousand six hundred hours;(ii) Hair design, one thousand four hundred hours;(iii) Barber, one thousand hours;(iv) Manicurist, six hundred hours;(v) Esthetician, seven hundred fifty hours;(vi) Master esthetician either:(A) One thousand two hundred hours; or(B) Esthetician licensure plus four hundred fifty hours oftraining;(vi) [(vii)] Instructor-trainee, five hundred hours, exceptthat an instructor-trainee may submit documentation that , Hair Designers, Barbers, Manicurists , and Estheticians[Ch.]

8 Page 2]2015vides evidence of experience as a licensed cosmetologist, hairdesigner, barber, manicurist, esthetician, or master estheti-cian for competency evaluation toward credit of not morethan three hundred hours of instructor-training.(b) Apprentice training curriculum:(i) Cosmetologist, two thousand hours;(ii) Hair design, one thousand seven hundred fifty hours;(iii) Barber, one thousand two hundred hours;(iv) Manicurist, eight hundred hours;(v) Esthetician, eight hundred hours;(vi) Master esthetician, one thousand four hundredhours.

9 (13) "Department" means the department of licensing.(14) "Director" means the director of the department oflicensing or the director's designee.(15) "Esthetician" means a person licensed under thischapter to engage in the practice of esthetics.(16) "Hair design" means the practice of arranging,dressing, cutting, trimming, styling, shampooing, permanentwaving, chemical relaxing, straightening, curling, bleaching,lightening, coloring, mustache and beard design, and superfi-cial skin stimulation of the scalp.

10 (17) "Hair designer" means a person licensed under thischapter to engage in the practice of hair design.(18) "Individual license" means a cosmetology , hairdesign, barber, manicurist, esthetician, master esthetician, orinstructor license issued under this chapter.(19) "Instructor" means a person who gives instruction ina school, or who provides classroom theory training toapprentices in locations other than in a school, in a curricu-lum in which he or she holds a license under this chapter, hascompleted at least five hundred hours of instruction in teach-ing techniques and lesson planning in a school, or who hasdocumented experience as an instructor for more than fivehundred hours in another state in the curriculum of study.
