4 This Spring, MICHIGAN businesses I talk toreport diverse conditions in a range from slow to verybusy all dependent on who, what, where and theweather. All these factors aside, MOWRA has beenvery busy working for our Stephens, Dan Milan, Chuck Cousino andTed Loudon have represented MOWRA on a task forcestudying the Statewide Code for On-site SewageWastewater. We all owe a big Thanks to them fordedicating their time to this important work. Only afew months ago a Statewide Code for our industryseemed to be many years away now, could thisactually happen in 2004?

5 MOWRA Members have already been meeting toplan the 2005 Onsite Wastewater Conference. The2004 Conference review is in this you see in Bill Gregory s regular President scolumn that the election of MOWRA Officers will bewith us soon. Please take note and get involved. TakeBill s advice that New Member Recruiting makes ourassociation stronger. A Statewide Sanitary Codefor MICHIGAN ?Many eyebrows were raised and a murmur ranthrough the crowd at the 53rd Annual MICHIGAN Waste-water Conference this past January.

9 During the lunchprogram, Richard Sacks, the DEQ EnvironmentalHealth Section Chief, stated that Governor Granholmwould be mentioning working toward a statewidesanitary code for MICHIGAN in her State of the StateAddress. Although this topic was not mentioned in theAddress, the Governor is clearly addressing the January 20, 2004, Governor Granholm wroteher first Special Message to the Legislature, out of asense of urgency to protect a key element ofMichigan s legacy our water. In this letter, theGovernor has asked the DEQ to work with appropri-ate constituencies on this and to draft and deliver asuggested sanitary code to the Legislature within may be aware that NOWRA has beendeveloping a Model Performance Code for use bygovernmental agencies in their development or revisionof a sanitary code.

10 This Model Performance Codefocuses first on a performance standard and a treatmentquality, then offers design or site criteria as a basis tomeet those standards. This Code is quite comprehen-sive, and is hoped to be released in draft form by theNOWRA 13th Annual Technical Education Conferenceand Exposition in Albuquerque in November of is also lending its support toward sani-tary code efforts. At our Annual Business Meeting, themembership voted to send $2,000 to the ModelPerformance Code Fund. The Association has alsobeen invited to the appropriate constituencies groupthat is working on the MICHIGAN state code.
