2 Since then, Ms. Boynton has trained thousands of first responders in more than 20 states and two territories. Ms. Boynton also led the development of the EPA s Voluntary Guidelines for Methamphetamine Laboratory Cleanup. The Guidelines document provides technical guidance for state and local personnel responsible for meth lab cleanup. THE Northeast Counterdrug Training Center INSTRUCTOR BIOGRAPHIES Richard (Dick) Breach Mr. Breach was born in Harrisburg, PA, and received an associate in arts degree with a major in photography from Harrisburg Area Community College. He also attended photo and video courses at Defense Information School in Indianapolis, IN, the Federal Law Enforcement Training Center in Glenco, GA, and numerous other military and law enforcement academies. After a tour with the US Marine Corps, he joined the PA Army National Guard in 1983, where he worked as a photojournalist, broadcast (video) journalist and trained other soldiers in photography and video.

3 In 1993, he began teaching Photographic Surveillance for Law Enforcement, the first class offered to law enforcement by the PA Counterdrug Program. At NCTC, Mr. Breach teaches Photo Surveillance Techniques (Digital). Doug Brose Mr. Brose is a retired state police investigator with 25 years experience conducting and supervising criminal investigations. His scope of operational experience includes: major crime, technical (polygraph and fire origin/cause), covert-undercover, intelligence, and organized crime investigations. He is an experienced instructor and a strong advocate for advanced Training throughout an individual's career. Mr. Brose teaches Domestic Terrorism at NCTC. Ben Casuccio Mr. Casuccio is a career law enforcement officer who has been a member of the Ohio law enforcement community for over 30 years. Currently, Mr. Casuccio is the Assistant Executive Director for the Ohio Bureau of Criminal Identification and Investigation (BCI&I).

4 He was recently appointed to this position by the Ohio Attorney General s office. Mr. Casuccio retired from the Columbus Police Department in 2007 afterhaving served for over 29 years, where he served as an undercover narcotics officer. He was promoted to the rank of Sergeant in October of 1997 and was assigned as a Task Force Commander in charge of the drug task force with the Ohio Organized Crime Investigative Commission in 1998. Sergeant Casuccio has an associate's degree in criminal justice from Columbus State University. He has attended the DEA Drug Commanders School as well as numerous other schools related to the enforcement and investigation of narcotics violations. Mr. Casuccio teaches Hotel/Motel Parcel Interdiction at NCTC. THE Northeast Counterdrug Training Center INSTRUCTOR BIOGRAPHIES Edward Cartwright Mr. Cartwright is an Associate Director of Law Enforcement Liaison and Education for Purdue Pharma.

5 Prior to joining Purdue in 2009, Mr. Cartwright served in law enforcement for 30 years at the state and local levels. Mr. Cartwright is a member of NADDI and served as the Pennsylvania Chapter President from 2005 to 2009. He graduated with a Degree in Law Enforcement from the Pennsylvania State University and a Masters Degree in Criminology from the Indiana University of Pennsylvania. Robert Cavaliere Mr. Cavaliere has more than 34 years of professional experience performing in various executive level positions in the financial sector, as a CFO, COO and CIO. He has a proven commercial and government track record, developing and implementing fraud prevention/detection programs, and bank Training programs. For the past 5 years, he has been utilizing his commercial expertise supporting the NCS/ IOC/ Financial Intelligence Operations (FINO) mission, as a Special Skills Officer, conducting domestic and international financial target analysis; monitoring terrorist financial networks, supporting operations to shut down financial transfers, and generating new leads for operations against CP, CT, CN, CI and other hard targets.

6 Mr. Cavaliere holds a in Management and Marketing from St. Louis University and has been trained in field tradecraft; counter-intelligence methods; liaison support; technical operations and targeting. He has traveled and worked overseas to support operations and audit/develop a variety of Training programs for various customers. At NCTC, Mr. Cavaliere co-teaches Terror Threat Finance with Mr. Michael Loughnane. Shannon Chelf Mr. Chelf retired from the Kentucky Vehicle Enforcement Criminal Interdiction Team in 2005 with 18 years of Service. Since December of 2005 he has served the US Department of Transportation as aCriminal Interdiction Specialist serving withing the Federal Motor Ccarrier Safety Administration/Drug Interdiction Assistance Program (DIAP). Mr. Chelf has been involved in over 40 significant commercial vehicle interdictions- in excess of 100 pounds of marijuana, $100k of currency or 10 pounds of cocaine as a result of cold stops without prior intelligence.

7 He has received over 700 hoursof highway criminal interdiction Training from DIAP and specialized Training in the North American Standard Inspection Parts A and B, Cargo Tanks, Firearms, Interviews and Interrogations, Kinesics, Oculesics and Constitutional Law. Mr. Chelf teaches the EPIC Training , a DIAP Convoy Class at NCTC. THE Northeast Counterdrug Training Center INSTRUCTOR BIOGRAPHIES Keith Charles Mr. Charles offers an outstanding record of growth and contribution in positions that have provided a solid law enforcement and leadership background, including specialized expertise in tactical Training , risk assessment and defensive tactics. A skilled organized and resourceful problem solver; able to adapt to change, make sound decisions and bring out the best in others. Background includes contribution in investigative roles and effective execution of routine and high pressure law enforcement functions, including involvement in numerous drug investigations and arrests, as well as achievement in high security and supervisory roles during military service.

8 Mr. Charles teaches Basic Tactics for Warrants at NCTC. Charles Cohen Mr. Cohen s formal education includes a Masters in Business Administration from Indiana Wesleyan University, and an undergraduate degree from Indiana University with a double major in Criminal Justice and Psychology. He is a Lieutenant serving the Indiana State Police, where he has been employed for fourteen years. He is currently the Commander of the Special Investigations and Criminal Intelligence Sections. In this capacity, Lt. Cohen is responsible for the cyber crime, white collar crime, vehicle crime, and crimes against children units along with overseeing the department s overt and covert criminal intelligence function. He is cross-designated as a Special Deputy United States Marshal sponsored by the Internal Revenue Service Criminal Investigation Division. Mr. Cohen is the Indiana Internet Crimes Against Children (ICAC) Task Force Commander.

9 He speaks throughout the United States on topics including the implications of online social networks in criminal investigations and criminal intelligence gathering, cyber crime, online fraud, money laundering, corruption investigations, and the investigation of skilled criminal offenders. He is an Adjunct Instructor at Indiana University Bloomington, where he teaches Foundations of Criminal Investigation. Mr. Cohen teaches Social Networking at NCTC. THE Northeast Counterdrug Training Center INSTRUCTOR BIOGRAPHIES Elmer Criswell Mr. Criswell graduated from Linsly Military Institute in 1965 and from West Liberty State College (WV) in 1971 with a bachelor of arts degree in education. He graduated with Highest Honors from the Zonn Institute of Polygraph (GA) in 1972, and he earned his master s degree in criminal justice in 1979 from Eastern Kentucky University. He worked in private security and public law enforcement from 1965 until 1975 with the Clearview (WV) Police Department.

10 He is currently a Senior Professor of Criminal Justice at Harrisburg Area Community College (PA), where he has been employed since 1975, and is an Adjunct Professor at the Wilmington University Graduate School (DE) since 2004, where he teaches Forensic Behavior Analysis. He has been the Director and Primary Instructor at the Northeast Counterdrug Training Center Polygraph Institute since 2001. He has completed an excess of 15,000 polygraph examinations and conducted and supervised thousands of criminal interviews. He is on the Board of Directors of both the American Association of Police Polygraphists and the American Polygraph Association, as well as a member of the National Polygraph Association. Mr. Criswell teaches Domestic Polygraph and Foreign Polygraph at NCTC. Mr. David, a retired veteran of The California Highway Patrol (2003), and developer of the Desert Snow Training program, (1989) is considered one of the most recognized national experts in the area of highway criminal interdiction.
