8 The Department implements these Sections underauthority of 28-366, 28-1103, 28-1104, and 28-7045, in collaboration with the Overdimensional permit Coun-cil as prescribed under In addition to the definitions prescribed 28-101 and 28-601, the following terms apply tothis CHAPTER : AASHTO means the American Association of State High-way TRANSPORTATION Officials. ADOT means the arizona Department of TRANSPORTATION . Applicant means a person or entity seeking to obtain a spe-cial permit or envelope permit from the Department TITLE 28, CHAPTER 3, Article 18 or 19, and this CHAPTER .
