Envelope permit has the same meaning as prescribed 28-1141, which:Restricts the loads to non-reducible only,Allows unlimited trips within the permit s validity period,Allows the permitted carrier unlimited load changes,Requires a transported load to meet envelope dimensionalcriteria,Restricts operation to certain routes, andExcludes the transporting of a mobile home.

10 Established place of business means a permanent site orlocation where an oversize or overweight special permit holderconducts business. Highway has the same meaning as prescribed under 28-101, street or highway. Highway feature means a roadway, structure, traffic controldevice, right-of-way, or any item connected with highwaytravel. IFTA license means an interstate user license issued by anapplicant s base jurisdiction for fuel tax purposes under theInternational Fuel Tax Agreement as provided under 28, CHAPTER 16, Article 2. Law enforcement escort means a uniformed certified lawenforcement officer in a fully marked patrol vehicle thataccompanies an oversize or overweight special permitted vehi-cle.
