Text affected No. B(i) Where reference is made in the Technical Guidance Document, to the Minister for the Environment, Heritage and Local Government , this should be replaced with the Minister for Housing, Planning, and Local Government . B(ii) Introduction Insert after The revisions to the 1997 edition of Technical Guidance Document B primarily relate to the implementation of new fire performance standards under the EU Construction Products Directive CPD (89/106/EEC); and to consequential amendments of Part B (Fire Safety) of the Second Schedule to the Regulations, as inserted by the Building Regulations (Amendment).

3 Regulations, 2006.. The following text: The amendments and corrections (B(i) B(xvii)) to this document relate primarily to buildings containing flats (including new guidance on open plan flats). In general, Technical Guidance Document B, 2017, Fire Safety volume 2 dwelling Houses provides guidance in relation to Part B of the second schedule to the Building Regulations as amended by No. 57/2017 - Building Regulations (Part B Amendment) Regulations 2017. This TGD B: 2017 deals only with dwelling houses.. B(iii) Transitional Arrangements Insert after The 1997 edition of Technical Guidance Document B Fire Safety, ceases to have effect from I June 2006, except in the case of projects benefiting from the foregoing transitional arrangements.

4 The following text : The amendments and corrections B(iii) B(xvii) incorporated in this document apply to the design of works, or buildings in which a material change of use takes place, where the works or the change of use commence or takes place, as the case may be on or after 1 July 2020, except where: I) a planning application is made on or before 30 June 2020 for planning permission or approval pursuant to the Planning and Development Act 2000 (No. 30 of 2000), or 2) a notice pursuant to the provisions of Part 8 of the Planning and Development Regulations 2001.

5 ( No. 600 of 2001) has been published on or before 30 June 2020, or 3) a notice from An Bord Plean la, pursuant to the provisions of Section 6 (7)(b) of the Planning and Development (Housing) and Residential Tenancies Act 2016 (No. 17 of 2016), for a Strategic Housing Development has been issued on or before 30 June 2020, or 4) a fire safety certificate under the Building Control Regulations, 1997 has been granted on or before 30 June 2020, and substantial work has been completed by 30 June 2023. Substantial work has been completed means that the structure of the external walls of the building has been erected.

As the height of buildings containing flats increases, the complexity, and risks presented to occupants and firefighters may also increase. Therefore, for tall buildings containing flats (purpose group 1 (c)), adequate provisions which are reasonable and proportionate to the risks presented by the particular building design, in addition to the provisions set out in this document, should be considered.

7 In very tall buildings containing flats (purpose group 1 (c)), a fire safety engineering approach (see ), that takes into account the total fire safety package, should be considered. In using such an approach, the factors contained in , and measures specified in should be addressed.. Replace with , and with . 9 B(x) Section Replace the following text In a building containing flats or maisonettes, purpose group 1(c), individual dwellings should be provided with a fire detection and alarm system complying with the provisions set out in of this Document (a maisonette should be treated as a two storey dwelling house for this purpose). In addition to alarms within individual dwellings, there are situations where a common fire detection and alarm system should also be provided. This will be the case in mixed occupancy type buildings (see ) but may also be required in a building containing flats only In a building containing flats, where the compartment floors and walls (see ) are not constructed of non-combustible materials, a type L3X fire detection and alarm system in accordance with 3218: 1989 should be provided for the protection of the common escape routes from the flat entrance doors to a place of safety.
