6 135 HSE documents 135 Other documents 136 A4 APPENDIX TSRGD 2016 139 INDEX 141 7 O1 U1 INTRODUCTION BACKGROUND In the operation and maintenance of highway networks, it is necessary fr om time to time to put in place temporary Traffic management measures to facilitate safe road works, temporary closu res or incident management, whilst keeping the Traffic flowing as fr eely as possible. With high Traffic flows on many roads, it is particularly important to plan all works activities and temporary closu res to optimise safet y, road space and work efficiency, whilst minimising road user congestion, delay and inconvenience. Road works on or near a carriageway, cycle r oute or footway may impair the safety and free movement of vehicles, cyclists and pedestrians (particularly those with mobility and visual impairments).

7 All reasonable steps should be taken to ensure that the effects of the works are reduced to a minimum. This Chapter sets out the effects of r oad works or temporary closu res on all kinds of r oad user and r ecommends steps that should be taken to minimise these effects. It also emphasises the importance of following the recommended measures. The Health and safety at W ork, etc. Act 1974 and the Health and safety at W ork (NI) Or der 1978 r equi re all clients, employers and employees to establish and maintain safe systems of work. Highway authorities, statutory undertakers and contractors must give due attention to the detailed Traffic management arrangements at r oad works sites and incident locations in or der to ensure the safety of the public and of their own employees at these obstructions.

8 It is essential for the safety of all concerned that uniform and consistent procedures should be adopted. Chapter 8 is intended to pr ovide a standard of good practice for the signing and marking of obstructions as well as for the temporary Traffic control necessitated by such obstructions of the highway. The standard described is a minimum, which should always be achieved. At difficult sites, sites where the on- site risk assessment has shown that the level of risk is above normal, further Signs and other equipment will be necessary. Under the Construction (Design and Management) Regulations 2015 (CDM) and the Construction (Design and Management) Regulations (NI) 2007, clients, co-or dinators, designers and contractors have legal duties to plan, co-or dinate and manage health and safety throughout all stages of the project.

9 CDM goes hand in hand with the Management of Health and safety at W ork Regulations 1999 (MHSW) and the Management of Health and safety at W ork Regulations (NI) 2000. Good management of the work is essential to pr event accidents and ill health. Further reasonable adjustments may also need to be made to works in or der to comply with the Equality Act 2010 in Gr eat Britain and the Disability Discrimination Act 2005 in Northern Ireland. Further guidance on meeting the requi rements of these Acts can be found in the relevant Code of Practice. STRUCTURE AND SCOPE OF THE DOCUMENTS Chapter 8 comprises three documents: Part 1: Design, pr ovides guidance for those responsible for the design of temporary Traffic management arrangements which should be implemented to facilitate maintenance activities or in response to temporary situations.

10 It contains advice relating to Traffic safety measures, and the identity and location of the Traffic Signs needed to guide road users, including pedestrians, safely past obstructions in temporary situations. It is structured to facilitate and r eflect the design pr ocess for temporary Traffic management, fr om the initial br oad brief to details of signing pr ovision. It raises the principal issues that need to be considered in temporary Traffic management design and provides advice about their resolution. The document deals with the design of temporary Traffic management arrangements on single carriageway roads and dual carriageway roads separately.
