Good Turn for America reporting instructions (PDF) or WORD PART 1 February 2011 Page 1 of 12 Using This Guide/Key Dates The requirements for attaining the rank of Eagle scout can be found in the current edition of the Boy scout Handbook, and the current edition of Boy scout In this Guide we list the requirements along with check-off blocks to plot your progress and Council procedures that are to be followed to obtain necessary reviews and approvals and to properly document your completion of the requirements. You should contact your District Advancement Chair (see part 6), or a member of your District Advancement Committee designated by the chair, if you have any questions or need any assistance at any time.

4 There are several key dates that the Eagle scout candidate must meet: 1. All requirements for the Eagle scout rank, except the board of review, must be completed PRIOR TO THE scout S 18th Among the requirements that must be completed BEFORE the scout s 18th birthday are the service project and the scoutmaster s conference. Accordingly, before that date the Eagle scout candidate must complete the project, including the final project report, and obtain all of the signatures required to evidence the successful completion of the project in the Eagle scout Leadership Service Project Workbook, BSA publication. 2. The candidate s Eagle scout Rank Application and a copy of the completed Eagle scout Leadership Service Project Workbook must be submitted to the Council Service Center in Florham Park WITHIN 10 DAYS AFTER THE scout S 18th BIRTHDAY.

5 3. The board of review must be conducted WITHIN THREE MONTHS AFTER THE scout S 18th BIRTHDAY. After that date, a board of review may be conducted between three and six months after the candidate's 18th birthday only if pre-approved by the Council Advancement Committee. Such approval will only be granted for good cause at the discretion of the Council Advancement Committee, and any request for such approval must be supported by a written statement of an adult explaining the reason for the delay. We strongly recommend that scouts complete the requirements and file the Eagle scout Rank Application and a copy of the completed Eagle scout Leadership Service Project Workbook with the Council well in advance of their 18th birthday because the scout will not have the ability to satisfy any missed requirements or correct any other deficiencies after their 18th birthday.

6 PART 2 1 A scout with a permanent physical or mental disability may become an Eagle scout by qualifying for as many required merit badges as he can and qualifying for alternative merit badges for the rest. To become an Eagle scout under this procedure, the scout must submit a special application to the Council Advancement Committee at the council service center in Florham Park. The application must be approved by the Council Advancement Committee before the scout can work on alternative merit badge. 2 A scout with a disability may work toward rank Advancement after he is 18 years of age if he meets the guidelines outlined in the Advancement and Recognition Policies and Procedures.

7 February 2011 Page 2 of 12 February 2011 Page 3 of 12 Eagle scout Leadership Service Project Purpose & General Guidelines One of the requirements for the rank of Eagle scout is the demonstration of leadership skills, which the scout satisfies by planning and carrying out an Eagle scout leadership service project. As an Eagle candidate you must: Plan Develop Give Leadership to Others in a service project which is helpful to a religious institution, school, or the community. As a demonstration of leadership, the scout must plan the work, organize the personnel needed, and direct the project to its completion. A service project that is planned, organized or directed by another does not satisfy the requirement.

8 The key words are "Plan," "Develop," and "Give Leadership." The requirement to provide leadership cannot be taken lightly and must be evident as the scout leads others in completing the project. For a project to qualify as an Eagle scout leadership service project, the scout , while a Life scout , must plan, develop and give leadership to others in a service project. This project must benefit a religious institution, school, or community. Service to others is important. As a demonstration of leadership, the scout must plan the work, organize the personnel needed, and direct the project to its completion. Work involving Council property, Troop property, or other BSA activities is not acceptable.

9 The project also may not be performed for a business, or be of a commercial nature, or be a (See Advancement Committee Policies and Procedures, BSA No. 33088, 2008 printing, pp. 27-28.) The Eagle Project process should begin well in advance of the scout 's 18th birthday. This procedure, from idea generation to project completion and submission of the finished project report, will take a significant amount of time to complete. Steps to follow BEFORE work begins Planning and obtaining approvals can be a lengthy process. Although the time spent planning and obtaining approvals counts towards the time spent on the leadership service project is counted as part of the total project hours, NO WORK CAN BE DONE ON THE PROJECT UNTIL THE scout OBTAINS ALL FOUR APPROVAL SIGNATURES FOR THE PROJECT PLAN IN THE Eagle scout LEADERSHIP SERVICE PROJECT WORKBOOK.

10 Follow these steps to plan your project and obtain the necessary approvals: 3 Fund-raising is permitted ONLY for securing materials needed to carry out the project. Donors must be made aware of what entity is benefiting from the project, and benefiting entity is not the Boy Scouts of America. Any funds raised that are not used for the purchase of materials must be returned to the donor.. A Unit Money Earning Application must be submitted in advance if any fundraising will be conducted. 1: Preview ideas for a leadership service project with the Unit Leader, Unit Committee, the benefiting organization, and the District Advancement Chair BEFORE preparing a detailed Pre-approval of an idea for a plan does not guarantee that the scout will obtain approval of the detailed, written plan, or that the board of review will approve the way an approved project was carried out.
