2 Background The post has been established as part of the new integrated PMO which will oversee all major Trust change programmes which are clearly aligned to the Trust s five Strategic Objectives. This PMO will be accountable to a Strategic Delivery Board and reports progress on strategic Programme delivery to the Trust Board. The governing body of the integrated PMO will be the Strategic Delivery Board which will have oversight of the delivery of all the Trust s programmes and projects. It will provide an appropriate forum for the Trust to engage with stakeholder partners on the delivery of strategic programmes and projects.

3 It will ensure that projects remain clearly aligned to the delivery of the Trust s five strategic objectives and that clear and robust governance arrangements are in place for these projects. It will review and consider the key risks to delivery of projects and the identified mitigating actions. It will be responsible for reporting into the Board on the overall progress on key projects. The PMO will integrate the existing Clinical (QIP) and cost saving programmes and align other Trust projects and programmes, including the emerging Clinical Transformation Programme .

4 Candidate Brief: Transformation Programme Manager The core delivery team for the integrated Programme Management Office (PMO) will be: The Associate Director of Transformation 4 Transformation Programme Managers Dedicated finance, HR and IT support Dedicated engagement support 2-3 data analysts This team will link in with directorate/clinical leads and plan owners. Job Purpose The post will be responsible for the planning, co-ordination, direct project implementation throughout the life-cycle and performance management of one or more of the programmes which constitute part of the overall Clinical Transformation Programme for the Trust.

5 The post will support the Associate Director of Transformation , Executive Team and Senior Managers for projects. The post holder will actively support and work with others acting in Programme and project roles and individual management teams on the development of their plans and the planning. An overview of the governance arrangements for the Clinical (QIP) Programme is shown below, with the Clinical (QIP) Programme Director (and team) managing all underlying programmes and projects with input from finance, clinical, HR and communications, as required. The Clinical (QIP) Programme Director reports directly into a Steering Group, which is overseen by the Medical Director.

6 Candidate Brief: Transformation Programme Manager The responsibilities and membership of this Steering Group are set out below: Responsibilities Main Responsibilities / key result areas 1. Responsible for supporting patient and client care: a. Providing specialised Programme and project management advice to the Executive Team and Senior Managers of programmes and project board Executives to develop the Clinical Transformation Programme for the Trust and its implementation; b. Planning and managing programmes and projects within the overall Transformation Programme to develop and enhance the range of services and level of care provided by the Trust as a whole to patients; Candidate Brief: Transformation Programme Manager c.

7 Advising the Executive Team and Senior Managers on progress and any potential risks and issues that may adversely affect the Programme , its constituent projects or threaten delivery or benefits realisation; d. Line management as appropriate of Programme and project staff to ensure that service improvement programmes and their projects deliver enhanced service and care to patients. 2. Responsible for developing and implementing policy and service improvement: a. Developing programmes, designing and driving implementation of Programme management and project processes and policies for application across the Trust in the context of NHS requirements, obtaining director level endorsement as necessary; b.

8 Preparing and maintaining the Programme plan and constituent project plans to execute the strategic direction of the Trust and co-ordinate service improvement activities across it in alignment with resource availability and project dependency, ensuring each Programme element: i. Is adequately described and documented to include unambiguous statements on what will be delivered; ii. Is communicated to those who need or wish to know about it; iii. Has a structure and management organisation around it that will lead to success. c. Advising the Executive Team and Senior Managers on any potential issues that may adversely affect the Programme or constituent projects or threaten delivery or benefits realisation; d.

9 Monitoring and reporting on the progress, quality and costs of the Programme and constituent projects through the Outcome reporting process, informing the Executive Team and Senior Managers of any deviation outside of agreed tolerances; e. Identifying, evaluating and monitoring risks, and their causes, that may impact upon the Programme or constituent projects in accordance with policies and instigate agreed mitigation plans and actions to remove or minimise the impact of those risks; f. Monitoring events, both internal and external, that may cause the Trust to adjust its Programme and ensure Programme and project elements are effectively coordinated with each other; g.

10 Contribute to Programme /project evaluation review; h. Taking a lead role in resolving issues and conflicts that arise within the Programme and constituent projects and between programmes, thereby ensuring the integrity of the Transformation Programme overall; i. Ensuring that Programme projects meet the funding, project initiation and closure requirements specified in the authorities to proceed so that benefits can be tracked from project Creation to Realisation, maintaining a register for all Programme projects of the nature and location of documentation required for audit purposes; j.
