BACKGROUND/HISTORY: Employees are only eligible to receive the benefits of the TUITION WAIVER program during the time of their employment by Minnesota State university , Mankato. 2 The maximum number of credits allowed under TUITION WAIVER is negotiated by the collective bargaining units. Only classes listed in the Minnesota State university , Mankato Bulletin Class Schedule or additional classes added by the Registrar's Office are covered under TUITION WAIVER . In accordance with federal regulations, the value of the TUITION WAIVER must be considered as a financial resource when determining the student's eligibility for financial aid. Under most conditions the value of the WAIVER will result in reducing the student's financial aid award. TUITION waivers for graduate level courses taken by an employee, employee's spouse, or dependents are taxable. The value of those TUITION waivers are reported to the Internal Revenue Service as taxable income to the employee. The amount of TUITION WAIVER for graduate courses will be taxed as supplemental income. If the employee, spouse and/or dependent child is a non-resident, they are eligible for resident TUITION , but they must apply through the Registrar's Office for residency status.

3 Classes must be dropped within the first three (3) days of classes in order to get a refund of the credits. If a student withdraws from the university , this must also be done within the first three (3) days of classes in order to get a refund of the credits. No student shall be denied admittance to a class due to use of TUITION WAIVER by a faculty/staff member or his/her dependent or spouse. Students register for classes through MARS (MSU's Automated Response System). In MARS they do not indicate how payment will be made;. therefore, they would not be denied admittance because of using TUITION WAIVER . In cases where the employees are divorced, the parent providing significant financial support to the child would be the one to utilize the TUITION WAIVER for the child. TUITION WAIVER forms and adjustable work schedule change request forms are available from department secretaries who requisition them from Office Supply. TUITION WAIVER POLICY .

4 Chapter: Fringe Benefits Index: Title: AFSCME, Managerial Plan, MAPE, MMA, MNA, and Commissioner's Plan Employees _____. 1. TUITION WAIVER benefit can only be used at another State university within MnSCU. For AFSCME and MNA, TUITION WAIVER is available for a maximum of 16 semester credits per year. Managerial Plan, MMA, and MAPE employees hired before July 1, 1996, shall be eligible for 16 semester credits per year. Those employees hired after July 1, 1996, shall be eligible for 12 semester credits per year. Commissioner's Plan employees are eligible for TUITION WAIVER benefits on the same basis and in the same amount as employees covered by the collective bargaining agreement covering comparable classifications. Beginning Fall Semester 1998, employees are allowed TUITION bands per year. The year is defined as Summer Session through Spring Semester for all bargaining units except MMA. MMA year is Fall Semester through Summer Session.

5 Unused TUITION credits do not accumulate from one year to another year. 2. Eligible employees are full-time unlimited and seasonal, and part-time unlimited and seasonal who have completed three (3) consecutive years of service in the MnSCU System in the State university System or a predecessor System or College (SUB, TCB, CCB or Technical College). 3. Employment time served in emergency, temporary, or intermittent status does not count toward the completion of the three (3) consecutive years of service. 4. The three (3) years of consecutive service must be completed prior to the end of the registration period at the university where the WAIVER is being utilized. 5. Once the three (3) years of consecutive service in the MnSCU System have been served, employees who transfer within the MnSCU System are eligible for TUITION WAIVER in their new seniority unit. 6. The employee's spouse or dependent child(ren) may share the TUITION WAIVER within limits established above.

6 More than one member of the employee's family may enroll each semester. Dependents shall be defined as a child (biological, adopted, step-child, or legal ward) of up to 25 years of age. If the dependent turns 25 during the semester, they can complete that semester utilizing the TUITION WAIVER , but they would not be eligible the following semester. 7. AFSCME and MAPE employees and dependents pay all fees. MMA, MNA, and Managerial Plan employees pay lab and special course fees only; dependents pay all fees. 8. Eligible employees on an approved paid leave of absence may utilize the TUITION WAIVER . This would include employees taking the voluntary reduction in hours. Process an approved adjustable work schedule change request form with the TUITION WAIVER form, or b. Obtain a statement signed by the supervisor indicating release time has been approved with make-up time obligation and attach it to the TUITION WAIVER form.

7 10. Eligible employees may, at their discretion, utilize TUITION WAIVER for assigned training. 11. The preceding guidelines follow the current agreements and are subject to change after settlement of subsequent agreements. TUITION WAIVER POLICY . TUITION WAIVER is available for a maximum of 24 semester credits per year at any State university within MnSCU. The year is defined as Summer Session through Spring Semester. Unused TUITION credits do not accumulate from one year to another year. Beginning Fall Semester 1998, employees are allowed 2 TUITION bands per year. 2. Eligible employees include full-time faculty members and all probationary, non-tenure track, and tenured part-time faculty members. Employees on fixed-term appointments must be full- time (100%) during the academic year (fall and spring semesters). 3. The employee's spouse or dependent child(ren) may share the TUITION WAIVER within limits established above, with WAIVER of TUITION only.

8 More than one member of the employee's family may enroll each quarter. Dependent children are financial dependents of the employee, defined as dependent on the employee for significant financial support. 4. Adjunct faculty are not eligible for TUITION WAIVER as they have part-time fixed-term appointments. 5. Eligible employees on an approved leave of absence may utilize the TUITION WAIVER . These approved leaves include: sabbatical, general leave, educational leave, administrative leave, FMLA, and for medical reasons - unpaid leave (not using sick leave or receiving TRA. disability benefit). 6. The preceding guidelines follow the current agreement and are subject to change after settlement of subsequent agreements. MSUAASF. 1. TUITION WAIVER is available for a maximum of 24 semester credits per year at any MnSCU. State university . The year is defined as Summer Session through Spring Semester. Unused TUITION credits do not accumulate from one year to another year.

9 Beginning Fall Semester 1998, employees are allowed 2 TUITION bands per year. 2. Eligible employees include permanent, probationary, fixed-term, and temporary employees who are either full-time or part-time. 3. The employee's spouse or dependent child(ren) may share the TUITION WAIVER within limits established above, with WAIVER of TUITION only. More than one member of the employee's family may enroll each semester. Dependents shall be defined as a child (biological, adopted, step-child or legal ward) of up to 25 years of age. If the dependent turns 25 during the semester, they can complete that semester utilizing the TUITION WAIVER , but they would not be eligible the following semester. 4. In the event of the death of the ASF member, the ASF member's spouse or dependent children shall be eligible for this right within the limits established above, for the following five (5) years, with WAIVER of TUITION only. 5. For excluded administrators employed prior to July 1, 1995, TUITION WAIVER is available for a maximum of 24 semester credits per year at any State university within MnSCU per the Personnel Plan for MnSCU Administrators. Excluded administrators employed after July 1, 1995, shall be eligible for 16 semester credits per year. The year is defined as Summer Session through Spring Semester. Unused TUITION credits do not accumulate from one year to another year. Beginning Fall Semester 1998, employees are allowed 2 TUITION bands per year. 2. Excluded administrators employed on at least a seventy-five (75) percent basis are eligible to utilize the TUITION WAIVER program. 3. The employee's spouse or dependent child(ren) may share the TUITION WAIVER within limits established above, with WAIVER of TUITION only. More than one member of the employee's family may enroll each semester.
