CAR-A-TOW - Nearly 29 years and more than 14000 towing Frames sold and fitted After more than 5 years of confusion and misunderstanding on the subject of the effect of the November 2014 Regulations on the use of towing Frames, we are very happy to report that both the UK Department for Transport and the Driver & Vehicle Standards Agency (VOSA), have issued assurances to us all that towing Frames / A-Frames in general are accepted and not affected by these new regulations. The DfT have clearly stated that a towing Frame is NOT subject to type approval and is therefore NOT affected by the new vehicle / trailer regulations which came into force on 1st November 2014. The DVSA (Vosa) have clearly stated that as long as the brakes work and the car can be reversed without operating a manual mechanism, they are also happy. There are bound to be those amongst us who will still consider this to be a GREY AREA if so, for heaven s sake, what more do they need to be convinced ?

2 Car-A-Tow has said for a long time, towing Frames fall outside of trailer regulations and now the DfT has confirmed its flexible approach to the issue and made it very clear that : towing FRAMES DO NOT REQUIRE TYPE approval Type approval of most new vehicles and new trailers /caravans being the main target of the 2014 regulations. towing Frames must simply fulfil the basic requirements of the DVSA (Vosa), the agency charged with controlling the use of such devices on UK roads. Type approval of most new trailers became compulsory on 29 October 2012. However, the A-frame itself is neither a vehicle nor a trailer, and is therefore outside the scope of type approval . Some may consider there is a contradiction regarding the FACT SHEET NOTE ON A-FRAMES AND DOLLIES, issued by the DfT back in 2005 and the updated GUIDANCE A FRAMES issued in May 2018. (See our link to GUIDANCE A-Frames doc.) In a 2005 Guidance document the DfT stated we believe the A-frame and car become a single unit and as such are classified in legislation as a trailer and in May 2018, they said The A-frame itself is neither a vehicle nor a trailer.

3 We should not view this as a contradiction but to be grateful for the previous efforts of the DfT to accommodate towing Frames back in 2005, by using the term as such . All they have done in the May 2018 A-Frame GUIDANCE document, is to continue their much appreciated flexible approach to the issue and updated the situation to classify the A-frame outside of the new regs. Our UK Department for Transport should be applauded for working hard to give us British motorhomers what we want and need to help us enjoy our chosen leisure activity. And on to the thorny OVERRUN ( INERTIA ) BRAKING v ELECTRONIC BRAKING Overrun (Inertia) braking has been used on trailers for the best part of 100 years, it is simple, well proven, easy to maintain and repair and is generally reliable. That s why it is still in use today on the very latest caravans and trailers all over the world. Quite a recommendation. During all the confusion around in 2010/11, Car-A-Tow considered designing our own Electronic Braking system, but no we decided - If It Ain t Broke Don t Try To Fix It - for the following reasons : * It is not necessary * It is much more expensive * It is much more difficult to install * It is not as reliable as Overrun Braking * Overrun does not require any modification to the towing vehicle (Motorhome) If it s good enough for the countless millions of caravans and trailers all over the world it s good enough for Car-A-Tow.

4 Oh By the DEAD PEDAL - Absolute NONSENSE ! We wouldn t like to try to stop a 2000kg (2 Ton) Jaguar with our foot, without the servo (vacuum assistance) being in operation, a very heavy car is most reliant upon the servo to operate its brakes, but not the case for a much smaller and lighter 900kg car. Small cars only have a limited amount of servo assistance, and remember, unlike the driver s foot, we have 900kg of car applying force on the towing Frame s overrun mechanism, cables and brake pedal, the same as a caravan or any other braked trailer and they don t have a servo do they ?
