2 (U) Requirement: The Government is seeking proposals for the DEVELOPMENT , integration, and demonstration of state-of-the-art hardware and software (HW/SW) for air/ground/sea missile applications that advance component, subsystem, system technologies for the Air-to-Ground Missile System (AGMS) to engage priority targets in complex environments. Materials delivered should include Inertial MeasurementUnit (IMU), Global Positioning System (GPS) receiver, processors, housing unit, backplane/sufficient data transfercapability, and software that drives Position, Navigation, and Timing (PNT) solutions.(U) Requirement: The Government is seeking proposals for a single system design agent. The system design agent will be referred as the Project Agreement Holder (PAH) throughout this document.

8 The PAH will be required to solicit, evaluate and manage a specific extent of diverse expert design teams from Government, Industry and Academia. The teams will participate in the DEVELOPMENT of an Open Architecture (OA), for a Positioning, Navigation & Timing (PNT) prototype that maximizes the ability to incorporate new technology and/or alternative PNT solutions in a timely and affordable fashion to defeat evolving PNT threats. This prototype will be considered for the Resilient Embedded Global Positioning/Inertial Navigation (GPS/INS) (R-EGI) System Program. The effort will be targeted at demonstrating and evolving the PNT architecture through instantiation in a Line Replaceable Unit (LRU) based on the EGI and EGI-Modernized (EGI-M) systems designed to support a Joint Armed Forces program. This ORD covers a 12 month period of performance for generation of a Government Reference Architecture (GRA) and proof-of-concept prototypes utilizing a Best of Breed competitive process.

This prototyping effort should evaluate/use open system architectures to the largest possible that allow for quick insertion of technology should be developed to either speed or eliminate certification process later procedures that allow for the protection of intellectual property and data rights while still allowing for quick adaptation and third party DEVELOPMENT in the Data Packages should be detailed enough that a separate entity could reproduce the prototype with no oversight from the original developer.

10 -Proposers should identify any capabilities that are lacking or needed in order to accomplish their submission. -Proposers need to be able to have flexibility to provide deliverables needed.
