DIVISION B SUPPLEMENTAL APPRO-1 PRIATIONS, TAX RELIEF, AND MED-2 ICAID CHANGES RELATING TO CER-3 TAIN DISASTERS AND FURTHER EX-4 TENSION OF CONTINUING APPRO-5 PRIATIONS 6 Subdivision 1 Further Additional Supple-7mental Appropriations for Disaster Relief 8 Requirements Act, 2018 9 The following sums in this subdivision are appro-10priated, out of any money in the Treasury not otherwise 11appropriated, for the fiscal year ending September 30, 122018 and for other purposes, namely.

3 13 TITLE I 14 DEPARTMENT OF AGRICULTURE 15 AGRICULTURAL PROGRAMS 16 PROCESSING, RESEARCH ANDMARKETING 17 OFFICE OF THESECRETARY 18 For an additional amount for the Office of the Sec-19retary , $2,360,000,000, which shall remain available 20until December 31, 2019, for necessary expenses related 21to crops, trees, bushes, and vine losses related to the con-22sequences of Hurricanes Harvey, Irma, Maria, and other 23hurricanes and wildfires occurring in calendar year 2017 24under such terms and conditions as determined by the 25 February 7, 2018 (10:12 )3 U:\2018 REPT\Supp\ SEN.

Secretary: Provided, That the Secretary may provide as-1sistance for such losses in the form of block grants to eligi-2ble states and territories: Provided further, That the total 3amount of payments received under this heading and ap-4plicable policies of crop insurance under the Federal Crop 5 Insurance Act (7 1501 et seq.) or the Noninsured 6 Crop Disaster Assistance Program (NAP) under section 7196 of the Federal Agriculture Improvement and Reform 8 Act of 1996 (7 7333) shall not exceed 85 percent 9of the loss as determined by the Secretary: Provided fur-10ther, That the total amount of payments received under 11this heading for producers who did not obtain a policy or 12plan of insurance for an insurable commodity for the 2017 13crop year, or 2018 crop year as applicable, under the Fed-14eral Crop Insurance Act (7 1501 et seq.)

5 For the 15crop incurring the losses or did not file the required paper-16work and pay the service fee by the applicable State filing 17deadline for a noninsurable commodity for the 2017 crop 18year, or 2018 crop year as applicable, under NAP for the 19crop incurring the losses shall not exceed 65 percent of 20the loss as determined by the Secretary: Provided further, 21 That producers receiving payments under this heading, as 22determined by the Secretary, shall be required to purchase 23crop insurance where crop insurance is available for the 24next two available crop years, and producers receiving pay-25 February 7, 2018 (10:12 )4 U:\2018 REPT\Supp\ SEN.

6 APPRO. ments under this heading shall be required to purchase 1coverage under NAP where crop insurance is not available 2in the next two available crop years, as determined by the 3 Secretary: Provided further, That, not later than 90 days 4after the end of fiscal year 2018, the Secretary shall sub-5mit a report to the Congress specifying the type, amount, 6and method of such assistance by state and territory and 7the status of the amounts obligated and plans for further 8expenditure and include improvements that can be made 9to Federal Crop Insurance policies, either administratively 10or legislatively, to increase participation, particularly 11among underserved producers.

7 In higher levels of coverage 12in future years for crops qualifying for assistance under 13this heading: Provided further, That such amount is des-14ignated by the Congress as being for an emergency re-15quirement pursuant to section 251(b)(2)(A)(i) of the Bal-16anced Budget and Emergency Deficit Control Act of 1985. 17 OFFICE OFINSPECTORGENERAL 18 For an additional amount for Office of Inspector 19 General , $2,500,000, to remain available until expended, 20for oversight and audit of programs, grants, and activities 21funded by this subdivision and administered by the De-22partment of Agriculture: Provided, That such amount is 23designated by the Congress as being for an emergency re-24 February 7, 2018 (10:12 )5 U:\2018 REPT\Supp\ SEN.
