5 AR 600 55 17 September 2019 UNCLASSIFIED i Headquarters Department of the Army Washington, DC *Army Regulation 600 55 17 September 2019 Effective 17 October 2019 Personnel-General The Army Driver and Operator Standardization Program (Selection, Training, Testing, and Licensing) History. This publication is an adminis-trative revision. The portions affected by this administrative revision are listed in the summary of change. Summary. This regulation governs the selection, training, testing, and licensing of motor vehicle drivers and equipment operators. Applicability. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the Army Re-serve, unless otherwise stated. It also ap-plies to all Department of the Army Civil-ian employees, non-appropriated fund employees, Youth/Student Assistant Pro-gram employees, foreign nationals di-rectly and indirectly employed by Depart-ment of the Army, and contractor person-nel, where stated, operating Army vehi-cles and equipment.

6 This regulation is ap-plicable during full mobilization. Proponent and exception authority. The proponent of this regulation is the Deputy Chief of Staff, G 3/5/7. The pro-ponent has the authority to approve ex-ceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a di-vision chief within the proponent agency or its direct reporting unit or field operat-ing agency, in the grade of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity s senior le-gal officer. All waiver requests will be en-dorsed by the commander or senior leader of the requesting activity and forwarded through their higher headquarters to the policy proponent.

7 Refer to AR 25 30 for specific guidance. Army internal control process. This regulation contains internal control provisions in accordance with AR 11 2 and identifies key internal controls that must be evaluated (see appendix M). Supplementation.
