A section of pipe which contains water that has no flow, does not circulate, remains stagnant, or is infrequently used. Workmanship. Dead Legs. Dead legs shall be made as short as possible and shall contain a means of flushing or located in line withdownstream :Dead legs are currently silent in the code and should be addressed to avoid the growth of bacteria in water ACTION: ACCEPT AS AMENDED BY THE TC Amend proposal as - D - Dead Leg. A section of pipe which contains water that has no flow, or does not circulate, remains stagnant, or is infrequently used.

Workmanship. Dead Legs. Dead legs shall be made as short as possible and shall contain a means have a method of flushing or located inline with downstream STATEMENT:The modification will clarify the intent of the section in regards to the definition and provisions pertaining to ELIGIBLE TO VOTE: 21 VOTING RESULTS: AFFIRMATIVE: 18 NEGATIVE: 3 EXPLANATION OF NEGATIVE: BALLANCO: There was no technical justification submitted to support the change or the modification. I believe the requirement shouldbe rejected. The provisions are very subjective and difficult to enforce even if technical justification was : I agree with the other negative responders - this is a good idea, but very difficult to get into a useable code . Is a vacationhouse one giant dead leg? What about that extra bathroom not being used?FEEHAN: This will cause confusion and will be trouble in the field. There are many dead legs installed for future #: 003 Comment #: 1 Appended CommentsEdit CommentPUBLIC COMMENT 1 code Year: 2021 UPCS ection #: , : Michael CudahyPPFARECOMMENDATION:Delete text without substitutionRequest to reject the code change proposal by this public :PPFA recommends disapproval of Item # 003.

Limiting potential dead legs is a good idea, but very difficult to getinto a usable code . Is a vacation house one giant dead leg? What about that extra bathroom not being used? It's anenforcement nightmare as well. Having a method of flushing is also a good design idea, but would it ever be used?At some point in time, every pipe has no flow, but is not a dead leg. 2 ProposalsEdit ProposalItem #: 2021 Section: SUBMITTER: UPC Technical Committee ProposalRECOMMENDATION:Add new E Expansion Tank. A vessel used to protect closed water heating systems from excessive :The term expansion tank is used throughout the code and the definition is necessary for the enforcement of ACTION: ACCEPT AS SUBMITTED TOTAL ELIGIBLE TO VOTE: 21 VOTING RESULTS: AFFIRMATIVE: 8 NEGATIVE: 13 Note:Item # failed to achieve the necessary 2/3 affirmative vote of return ballots. In accordance with Section of the Regulations Governing Committee Projects, a public comment is requested for this proposal.

Thetechnical committee will reconsider this proposal as a public OF AFFIRMATIVE: ADLER: I am amenable to some appropriate modification to the definition. Remember, it is a definition not a code requirement. I simplynoticed that while we have several mentions of expansion tank within the code , there was, in fact, no definition included in the code ,so I sought to remedy. EXPLANATION OF NEGATIVE: AGUILAR: An expansion tank can be used in other systems besides a hot water system therefore the definition should not berestricted to only hot water : The definition is incorrect. It states that an expansion tank is for closed water heating systems only. Yet, Section an expansion tank on a cold water piping system. Additionally, expansion tank is a common term used in the industry thatdoes not require a special : This definition restricts expansion tanks to water heating systems. Section requires an expansion tank in the cold-water distribution system downstream of a pressure regulator regardless of the presence of a water heating system.

If the definitionwould read A vessel used to protect a closed water system from excessive pressure due to thermal expansion I would agree with theintroduction of the new : Expansion tanks have other uses, the definition is : The use of expansion tanks is not limited to heat : Expansion tank is a common term used in the industry and does not require a , SEWELL: The definition of an expansion tank should not be restricted only to a hot water : The definition should not have the word heating. 3 Item #: #: 1 NIELSEN: Expansion tanks are not only for heating : Expansion tank is a common term used in the industry and does not require a : The definition is too restrictive as expansion tanks are used in cold water piping systems as : The proposed definition is too restrictive. Appended CommentsEdit CommentPUBLIC COMMENT 1 code Year: 2021 UPCS ection #: : Bob AdlerSelfRECOMMENDATION:Revise textRequest to replace the code change proposal by this public E Expansion Tank.

A vessel used to protect closed water heating or cooling systems from excessive :The proposed change will address the TC's concern that expansion tanks are not only used for heating systems. 4 Item #: 005 Comment #: 1 ProposalsEdit ProposalItem #: 005 UPC 2021 Section: SUBMITTER: Mark FaselViega LLCRECOMMENDATION:Revise - J - Joint, Press-Connect. A permanent mechanical joint incorporating an elastomeric seal or an elastomeric seal and corrosionresistant grip or bite ring. The joint is made with a pressing tool and jaw or ring that complies with the manufacturer'sinstallation :We have discovered that the mechanical attaching grip "or bite" ring is referred to as a grip ring by somemanufacturers and a bite ring by others. The proposed addition of the words "or bite" is for clarification that a Press-Connect joint may incorporate a grip or a bite ring in the design. These terms are usually found in the dimensionaldrawings of the fittings.

This revision will provide clarification for the Building Official and Installer so there are nomisunderstandings on what may be considered a Press-Connect ACTION: REJECT COMMITTEE STATEMENT:The proposed change is not necessary as it does not strengthen the ELIGIBLE TO VOTE: 21 VOTING RESULTS: AFFIRMATIVE: 21 Appended CommentsEdit CommentPUBLIC COMMENT 1 code Year: 2021 UPCS ection #: : Mark FaselViega LLCRECOMMENDATION:Revise textRequest to accept the code change proposal as submitted by this public :The proposed language is necessary and will strengthen the code since it has been discovered that the mechanicalattaching grip "or bite" ring is referred to as a grip ring by some manufacturers and a bite ring by others.
