1 University of North Dakota Tuition Model Revised Proposal and Implementation Plan for Fall 2019 Due to the timing of UND s strategic planning process and submittal of the Revised Tuition Model for implementation in Fall of 2018, UND leadership has determined it is in the best interest of the University to relook at the Tuition Model proposal to ensure it aligns with the new strategic direction of the University . It will also roll existing program fees into differential Tuition rates for the following programs: Business Nursing and Dietetics Social Work (In the original proposal this was rolled in to Nursing) Engineering Nurse Anesthesia (In the original proposal this was rolled in to Nursing) The Tuition categories as proposed under the original Tuition proposal have not changed.

2 However, the rate for Minnesota students was reduced to to better align with the current reciprocity agreement in place. Below is a table showing the proposed factors with the Minnesota adjustment. These courses will now be included in the 12 credit cap and provides greater transparency to our students. Graduate Tuition is included in this proposal to incorporate the roll-up of course fees, and to convert program fees to differential Tuition rates to align with undergraduate Tuition .

3 With the flexibility SB2003 granted in Tuition rates, UND continues to work to align graduate Tuition to be competitive in the market and to minimize the impact to ND students. The submitted plan moves Graduate Tuition rates to at least of undergraduate rates with a goal of graduate Tuition being no higher than times the undergraduate rate and closer to our long-term target. Tuition waivers by residency category were not included in the summary, so the actual increase for graduate students may be less. Consistent with the first Tuition Model submittal, UND s proposal goals are to increase simplicity and transparency for our students, encourage timely graduation while minimizing costs, and minimize the plan s impact on ND students. A 1% variance in total revenue for undergraduate students is extremely conservative but minimizes the impact on students. In addition, the proposed ND undergraduate full-time Tuition rate aligns with NDSU s approved undergraduate full-time Tuition rate.

4 2 The attached documents Exhibit 1 and Exhibit 2, show the proposed rates for all programs including the programs where di fferential Tuition is proposed. The summaries are broken out between undergraduate and graduate programs. Each summary shows the rates for on-campus and online students as well as the number of FTE impacted and total credits per category. Because UND does not charge a different per credit rate for part-time students, the FTE number represents all students, not just students enrolled full-time. The proposal does not incorporate the 4% Tuition increase for FY18 or the Tuition increase estimates for FY 2019. However, it is the intent that these increases will be included in the rate that becomes effective in Fall 2019. Tuition for Online Degree Programs Consistent with our previous Tuition Model proposal, UND is seeking to have a non-residency-based Tuition Model for students who are 100% online.

5 Based on information UND has received working with Pearson on the further development and expansion of our online programs, Pearson indicated it can be difficult for students looking for online programs to understand their costs when online programs are residency-based. Therefore, UND is requesting that programs offered 100% online be offered at one rate that is not residency-based. Fees Retained The majority of non-mandatory fees will be blended with Tuition . 7 Tuition Proposal Changes that are not included in this Model The School of Medicine and Health Sciences (SMHS) professional and graduate programs are not included in this proposal. However, the Department of Physician Assistant Studies has submitted a proposal for a non-resident Tuition structure. The Physician Assistant Program currently has a flat rate Tuition for all students regardless of residency status. This is a different Tuition structure than other SMHS programs. UND will be submitting a business case proposing a residency-based Tuition Model for the Physician Assistant Studies program. As mentioned above, UND has been working with Pearson in enhancing and increasing UND s online presence in the market. Several new programs are being considered in partnership with Pearson. Because these are new programs, and negotiations are still in process, these programs are not included in this Tuition Model proposal.

8 The Law School Tuition is not included in this Model . The Law School is developing a strategic plan and will propose a Tuition and fee structure that meets their needs and the needs of their students at a future time. UND s Distance Engineering Degree Program is included in the Model with the roll-up of course, program and access fees. UND intends to submit a proposal that puts UND s Tuition rates for this innovative online degree program more in line with competitors and supports the cost of delivering this program. UND Aerospace programs garner national and international interest. Therefore, UND intends to submit a proposal for a differential Tuition rate that sets UND s Tuition rates for these programs more in line with competitors and supports the cost of delivering these programs. UND is exploring instituting a premium Tuition rate for part-time students. NDSU currently charges a premium rate on credits for students taking less than 12 credits (13 credits beginning Fall 2018).

9 UND is currently reviewing appropriateness of instituting a similar Tuition structure for its part-time students. Based on the guiding principles outlined in the document titled Implementation Plan Requirements, limited exceptions to the attached principles, will be considered and approved by the Chancellor, on a case-by-case basis, as outlined in a documented business case . The Tuition proposals for the above-listed programs are in response to market considerations and costs of delivery and will be submitted with a business case for each under this exception. Business cases may be presented as soon as the April 2018 SBHE Budget and Finance Committee Meeting. Implementation Plan The Revised Tuition Model proposal has been reviewed by Student Senate leadership and they support the revisions. The Implementation and communication plan will be developed once the Model approval is received from SBHE.
