Thank you for your interest Page 2 of 3 Terms of Reference Position Title: Procurement and Contracts Officer Position reference number: LC 2021/10 Direct Supervisor: Head of Finance and Administration Salary grade: LSG Grade II Duty Station: Sarajevo The Procurement and Contracts Officer is a part of the Procurement and logistics team in the Finance and Administration Section.

4 The incumbent will report to the Head of Finance and Administration (HoFA) in the Office of the European Union Special Representative in Bosnia and Herzegovina (EUSR). Duties and Responsibilities The incumbent s key responsibilities are: Procurement of goods, services and works for the needs of the office of the EUSR including tender preparation and tender evaluation; as well as preparation of and assistance in management of Contracts , report verification, and monitoring of contract implementation. 1. Procurement Organize and conduct Procurement of goods by, among other, conducting market research, obtaining offers and bids for purchases, as well as coordinating the delivery of goods with suppliers, all in line with the EUSR Procurement procedure; Analyse trends and market conditions for the present and future pricing, lead-time, availability and capacity of goods and services.

5 Prepare all relevant documents for tendering and contracting procedures in accordance with EU PRAG and EUSR Procurement guidelines, including tender and contract dossiers, and follow-up procedures such as information meetings and answering queries from tenderers; all in conjunction with the supervisor and ensuring the quality and integrity of the tender procedure; Run the tender evaluation process and direct negotiation procedure, where applicable, in line with applicable rules and regulations; Draft evaluation and negotiation reports on the outcome of the tender procedure; Review and ensure that Technical Specifications and Terms of References submitted for purchase of goods and services are done in accordance with the relevant template, that they are complete, comprehensive and sufficiently generic; Recognise potential problems during the process and raise them to the supervisor and propose solutions when appropriate.

6 Ensure that the EUSR Procurement procedures, EU Procurement rules (PRAG) and EU Financial Regulation and Implementing Rules are respected; Provide assistance to EUSR project managers in preparation and implementation of EUSR Outreach Contracts by assisting in writing of terms of references, technical specifications and other relevant documents (such as action memos, concept notes , etc.), as well as by assisting in contract monitoring and report verification, while respecting steps of project cycle management.

7 2. Contracting activities Prepare contract dossiers (for services, supplies, and works) awarded to contractors based on information from evaluations reports; Monitor ongoing office framework Contracts , lease agreements and service Contracts ; Provide assistance to EUSR project managers in implementation of EUSR Outreach Contracts by assisting in verification of contract reports (inception, interim and final, including financial reports related to contract implementation), as well as by providing information and Page 3 of 3 clarifications related to contract stipulations; all in conjunction with the supervisor and seeking guidance when required.

8 Review and ensure that invoices issued to EUSR are correct and ready for payment with relevant supporting documentation attached, and submit them to Finance for payment; Maintain Procurement and contracting files and records and audit purposes in line with the EUSR Procurement process. 3. Additional Responsibilities Perform other section duties as required. Professional Requirements/Qualifications University degree in related subject or seven (7) years equivalent combination of education, training and practical experience.

9 Minimum five (5) years of a relevant working experience in the area of Procurement , Contracts or projects, preferably in the international environment; Experience in and in-depth knowledge of public Procurement and tendering processes; Experience in and/or knowledge of basic European Union Procurement processes (PRAG guidelines) will be considered as an advantage; Basic knowledge of and/or experience in the project cycle management will be considered as an advantage; Experience in drafting small-scale project proposals, terms of reference or technical specifications will be considered as an advantage.
