2 Position: Program Quality, Learning and Impact Manager Reporting to: Head of Programs & Policy Line Management: Monitoring & Evaluation Officer Location: Monrovia with extensive travel to project locations Purpose of Job: The post holder will be reporting to the Head of Programmes & Policy and be a part of the Country Management Team. S/he will serve as the team leader on AAL's Program Quality, Learning and Impact Team responsible for managing the development and implementation of AAL's plan for delivery of program results through continuous improvements in program quality, monitoring, evaluation and learning (MEL) processes, and impact assessment to include: Evidencing our impact using MEL approach responsible for conducting monitoring, evaluation and learning processes that will help to analyze the effectiveness of our learning and knowledge sharing programs and initiatives. Facilitating and strengthening partners' MEL systems using various learning methods and digital knowledge sharing tools, as well as facilitating and negotiating peer to peer support connections/assignments where needed.

3 Rooted knowledge generation and sharing responsible for coordinating efforts to document and produce rooted knowledge products with communities, lessons learned and promising practices from our work. Responsible for coordinating and consolidating knowledge management processes across the four counties for cross-learning and organizational learning and ensure quality program work that can demonstrate how AAL is: Building power from below - our long-term work in communities; Linking social justice efforts and struggles and building collective power;. Influencing and shifting power visible, invisible and hidden power; and Learning and generating alternatives Page 1 of 3. Specific Responsibilities Leads the development and implementation MEL frameworks outlining MEL systems for data collection, appropriate tools and methodologies for targeting and tracking indicators, and reporting. Provide oversight to MEL Officers on data collection and analysis, and ensure the timely completion of M&E activities.

4 Leads the review of monitoring data and help organize periodic learning days and annual learning summits to help Program managers identify successes and make decisions about adapting activities and approaches to achieve results. Design and facilitate training workshops on monitoring and evaluation (MEL) topics for AAL's staff and partners Provide regular feedback on AAL's performance, track progress, generate learning and knowledge on AAL's approach, strategies and models to document evidence of the impact of our learning and knowledge sharing work. Safeguarding ACTIONAID has articulated a strong stand on gender justice and safeguarding through its child protection and anti-sexual harassment, exploitation and abuse policies. Safeguarding refers to the policies, processes, and work cultures that an organization puts in place to prevent and respond to harmful actions carried out by staff or those working on our behalf. AAL seeks to create a work environment free from intimidation and abuse, communicating a zero tolerance of violations/breach of policy.

5 Fraud Awareness and Anti-Corruption ACTIONAID has a zero tolerance to fraud and corruption and requires staff, partners, suppliers, consultants, volunteers, and all categories of collaborators at all times to act honestly and with integrity and to safeguard the assets for which they are responsible. This refers to bribes, kickbacks, pay-offs, or gifts made between the partner and any party related to AAL, their relatives or close associates. Education and Qualification Masters (or equivalent experience) in development related social sciences with a strong program development and management component or at least 10 years' experience leading impact evaluation, learning and knowledge management. Must have specific and substantial experience of designing and implementing rights based development programs with women and poor and excluded communities. Excellent communicator and facilitator, fluent in English, with proven ability to persuade and inspire through communication, as well as negotiate and influence change, with sensitivity.

6 Essential Knowledge, Skills and Experience Ability to work in a multicultural context/environment, engage in social justice activism/advocacy and demonstrate innovative practices Substantial experience in international development/human rights programming, with preferred experience on women rights and sexual and reproductive health programs. Experience of providing monitoring, evaluation, learning and or impact assessment support to HRBA programs in particular implemented through national organizations including CBOs and women rights networks Understanding of Women Rights issues in the Liberian context. Excellent quantitative and qualitative monitoring and evaluation skills and familiarity with current approaches. Understanding of learning and the knowledge management cycle Experience with designing, facilitating and coordinating capacity development programs focused on developing MEL tools, participatory methodologies Exceptional verbal and written communication skills in English, proven ability to persuade and inspire through communication, as well as negotiate and influence change, with sensitivity.

7 Able to work closely with others (often from a distance) to meet tight deadlines and multiple priorities; able to work collaboratively across multiple teams and levels. Knowledge of Office 365 or Microsoft Office 2007/2010 (Word, PowerPoint and Excel), email and internet, and social media.
