1 VERNON'S CIVIL STATUTESTITLE 1. GENERAL PROVISIONSArt. 30. REVISED STATUTES CITED. These Revised CIVIL Statutesshall be known and may be cited as the "Revised STATUTES ." Acts 1925, 84. TITLE 4. AGRICULTURE AND HORTICULTURECHAPTER 11. cotton Art. 165-4. cotton RESEARCH AWARD 1. By this Act it is expressly declared to be a Statepolicy that the encouragement and stimulation of new uses for cottonshall be a matter of State-wide importance and concern and that thevarious agencies of the State Government, and more particularly thevarious State agricultural departments, agencies, schools, colleges,etc.

2 , are hereby directed to take full and sufficient notice andconsideration of the policy herein established and set forth, and theactivities of all agencies of the State Government, and moreparticularly those especially mentioned above are hereby directed tobe revamped and reorganized so as to conform with the PROVISIONS ofthis 2. The Governor of this State is hereby directed as theChief Executive and Administrative Officer of this State to use hisefforts to carry out the policy set forth 3. In order to assist in carrying out the policy set forthin this Act, there is hereby created the " cotton Research AwardFund", and there is hereby appropriated to this fund out of any moneyin the State Treasury not otherwise appropriated the sum of TenThousand ($10, ) Dollars.

3 The President of the University ofTexas, the President of the A. & M. College, and the President ofTexas Technological College are hereby designated as a Board ofTrustees of said fund. Said Board of Trustees are hereby appointedand empowered to dispense said fund in keeping with rules andregulations which a majority of said Board may adopt, provided thatthe same are not in conflict with the PROVISIONS of this Act. Saidrules and regulations shall be drawn up and published within ninetydays from the effective date of this Act, and among other things,they shall provide for:(a) An award of not less than Five Thousand ($5, ) Dollars,Statute text rendered on.

4 1/1/2022- 1 -nor more than Ten Thousand ($10, ) Dollars to any resident Texascitizen, who, by chemical research or other invention or device,discovers any process or method which hereafter brings about anincrease in the consumption of cotton annually in an amount equal toor greater than three hundred thousand (300,000) bales of fivehundred (500) pounds net weight;(b) The persons mentioned above are to be the sole judges as towhether the required increase in consumption of cotton abovementioned has actually taken place, and the Comptroller of PublicAccounts is hereby authorized to pay warrants drawn on the "CottonResearch Award Fund" when said warrants are signed by a majority ofthe three persons above mentioned.

(a) The commission consists of sevenmembers appointed by the governor with the advice and consent of thesenate and two ex officio members who shall have the right to ex officio members are:(1) the chairman of the Public Safety Commission or amember of the Public Safety Commission designated by the chairman ofthe Public Safety Commission; and(2) the commissioner of agriculture or the commissioner' 6.

6 RACETRACK LICENSESSec. NATIONAL EVENT INCENTIVES. (a) In this section:(1) "Breeders' Cup costs" means all costs for capitalimprovements and extraordinary expenses reasonably incurred for theoperation of the Breeders' Cup races, including purses offered onother days in excess of the purses that the host association isrequired to pay by this Act.(2) "Breeders' Cup races" means a series of thoroughbredraces known as the Breeders' Cup Championship races conductedannually by Breeders' Cup Limited on a day known as Breeders' CupChampionship day.

7 (3) "Development organization" means an organization whoseVERNON'S CIVIL STATUTESS tatute text rendered on: 1/1/2022- 2 -primary purpose is the marketing, promotion, or economic developmentof a city, county, or region of the state, including chambers ofcommerce, convention and visitors bureaus, and sports commissions.(4) "Political subdivision" means a city, county, or otherpolitical subdivision of the state and includes any entity created bya political subdivision.(b) An association conducting the Breeders' Cup races may applyto the reimbursement of Breeders' Cup costs amounts that wouldotherwise be set aside by the association for the state underSections (a)(1) and of this Act during the year in whichthe association hosts the Breeders' Cup races, limited to an amountequal to the lesser of the aggregate amount contributed to payBreeders' Cup costs by political subdivisions and developmentorganizations or $2 million.

8 Beginning on January 1 of the year forwhich the association has been officially designated to host theBreeders' Cup races, amounts that would otherwise be set aside by theassociation for the state during that year under Sections (a)(1)and of this Act shall be set aside, in accordance withprocedures prescribed by the comptroller, for deposit into theBreeders' Cup Developmental Account. The Breeders' Cup DevelopmentalAccount is an account in the GENERAL revenue fund. The commissionshall administer the account.

9 Money in the account may beappropriated only to the commission and may be used only for thepurposes specified in this section. The account is exempt from theapplication of Section , Government Code.(c) The commission shall make disbursements from the Breeders'Cup Developmental Account to reimburse Breeders' Cup costs actuallyincurred and paid by the association, after the association files arequest for reimbursement. Disbursements from the account may not atany time exceed the aggregate amount actually paid for Breeders' Cupcosts by political subdivisions and development organizations, ascertified by the commission to the comptroller, or $2 million,whichever is less.

10 (d) Not later than January 31 of the year following the year inwhich the association hosts the Breeders' Cup races, the associationshall submit to the commission a report that shows:(1) the total amount of Breeders' Cup costs incurred andpaid by the association;(2) the total payments made by political subdivisions anddevelopment organizations for Breeders' Cup costs; andVERNON'S CIVIL STATUTESS tatute text rendered on: 1/1/2022- 3 -(3) any other information requested by the commission.(e) Following receipt of the report required by Subsection (d)of this section, the commission shall take any steps it considersappropriate to verify the report.
