6 Implementationof its provisions will enhance selection and certification of qualified engineer equipmentoperators, an essential element of safe and efficient engineer equipment listing of tactical engineer equipment requiring licensed operators is provided inAppendix additional types of equipment for which licensing is required areintroduced at a later date, applicable changes will be incorporated in this manual. Otheri terns of tactical engineer equipment do not require an operator s license; however, theoperators must be fully qualified/trained to operate and maintain those items. A listingof selected items of tactical engineer equipment not requiring a licensed operator butrequiring operator training is also provided in Appendix , Appendix Aincludes a listing of tactical engineer equipment for which licensing is recommended ifoperated by non-formal school trained SCOPE.

7 The standards and procedures set forth in this manual apply to all testingand issuance requirements for an operator's/mechanic's license for tactical procedures shall be observed and followed by all personnel admin-istering licensing Marine Corps personnel (Regular and Reserve) and all civilianpersonnel, who are or may be assigned to part-time or full-time duties involving theoperation of the tactical engineer equipment listed in Appendix A, shall be licensed inaccordance with this publication before being permitted to operate such equipment. Theoperator s license and mechanic s license are the types of licenses to be s license will be issued to all personnel employed as regular, part-time, oradditional duty operators upon completion of prescribed tests and attainment of qualifi-cations contained within this technical mechanic s license will be issued toall maintenance personnel whose assigned duties require them to move and/or operateitems of tactical engineer equipment within close proximity of the tactical equipmentpool.

8 Every operator of a Government-owned or controlled piece of equipment shall havein their possession a valid Government Motor Vehicle Operator s Identification Card(SF-46), as defined by this technical manual, while operating the specified, the license will be valid for a period of 3 years. Officers will berestricted from operating tactical engineer equipment unless absolutely essential formission it is determined that an officer is required to be licensedand to operate tactical engineer equipment,this authorization will be reflected in theOfficer s Qualification Record (OQR) and shall be automatically rescinded upontermination of such duty or when requirement for licensing of tacticalengineer equipment operators shall be complied with no later than 6 months from the dateof this publication for personnel already operating tactical engineer LICENSING value of a licensing examination will depend largelyon the competence of the should have a thorough knowledge ofequipment operating techniques and test administration and be checked periodically toensure the consistency of their test Iicensing examiners shall bedesignated in writing by Unit Commanders.

9 As an additional of the following factors apply to the designationof an examiner qualified to evaluate written tests (or administer and evaluate the oral1-1version of written tests for license applicants with limited English language capability)and to administer and evaluate performance qualification tests for specific types ofengineer equipment.(1) Operating examiner should be a fully qualified licensedtactical engineer equipment operator with supervisory status.(2) Training and Certification. The examiner should be trained by qualifiedinstructors. He should be trained in the administration and evaluation of the variousexamination and test procedures included in the tactical engineer equipment opera-tor s/mechanic s testing and licensing Pertinent Licensing order forperform the licensing procedures effectively, they must havewithin their files/office, the following data/equipment:Licensing Examiners toaccess to, or maintain(1) Reference documents listed in Appendix B are eitherrelated to, or actually used during, the licensing appropriate referencedocuments, available through normal Marine Corps channels, make up the minimum basiclibrary required in, or readily available to each licensing office.

10 (2) Blank administrative forms contained in Appendix C may becopied and used during licensing if they are not available through normal supply obtained through normal supply channels should be used when LICENSING Officers shall be designated in writing, as anadditional duty, by Unit Officers should be knowledgeable in theoperation of all tactical engineer equipment for which they are responsible. They willhave access to and responsibility for the items of tactical engineer equipment to Licensing Officer ensures Part 111 of the Application for Tactical EngineerEquipment Operator s License has been completed and signs this form. They also ensureall data has been transcribed on the SF-46 and sign this form, ORGANIZATION OF MANUAL.
