1 Washington County ( oregon ) Law Library Notary Public Service Policy 1. The Washington County s Law Library s Notary Public service is available for attorneys, litigants, and others doing business with Washington County government or the Washington County Circuit Court. 2. A Law Library Notary Public is available by appointment only. 3. The Law Library is not responsible for providing or locating witnesses. 4. Documents to be notarized must have a valid notarial certificate, selected by the person requesting the notarization. Samples can be found at the oregon Secretary of State, Notary Public Services website. 5. The Washington County Law Library Notary Public will not perform electronic notarizations or notarize copies of vital records (birth, marriage, divorce, & death certificates).
2 6. The Law Library s Notary Public will not notarize wills. Witnesses signatures on self-proving affidavits may be notarized, under the direction of an attorney. (".. The Law Library s Notary Public will not notarize mortgage documents. (Mortgage documents are very technical documents; there is usually a lot more to preparing mortgage documents than notarizing.)

Document notarizations are subject to fees posted and available at the oregon Secretary of State, Notary Services website (OAR 160-100-0400). 9. The Law Library Notary Public reserves the right to waive fees, in cases of hardship or upon request by the Court or an agent of Washington County government. 10. The Notary Public is an officer of the state: All notarizations will be consistent with oregon law, including, but not limited to, ORS Chapter 194 and OAR 160-100-xxx.
4 The Notary Public has sole responsibility to refuse a notarization. Notarization, or other document witnessing, by a Law Library staff member will not be performed when there is a conflict of interest or the appearance of one. The retention and disposition of Notary journals and seals will comply with oregon law. 11. Notary Public commission renewals by the Washington County Law Library will be reviewed periodically by the Law Librarian and the Washington County Administrative Office. 12. Washington County Law Library Notaries Public will attend an oregon Secretary of State Notary Public education class at the time of each Commission renewal or no later than 6 months after renewal.
