2 None 17/123 TO RECEIVE DORSET COUNTY COUNCIL COUNCILLORS REPORT Cllr Bryan reported that it had been an eventful month looking at budgets, no decision has yet been made by Central Government on the Local Government Reorganisation and it is now unlikely that the 2019 date set for the change would be met. Cllr Bryan reported that he had been appointed chair of the Economic Growth Overview and Scrutiny committee. DCC has taken ownership of the old nuclear site at Winfrith and they will be looking at all the county COUNCIL assets with the possibility of passing assets on to other bodies including town and PARISH councils.
3 Cllr Bryan also reported that there are lots of roadworks planned over the next few years at the Blackwater junction, Hurn spur road and Blackwater to Cooperdean. Transports links into Wiltshire are also being looked at. Cllr Skeats and Clarke arrived at 17/124 TO RECEIVE EAST DORSET DISTRICT COUNCILLORS REPORT Cllr Skeats reported that capital bids for community grants are available. Cllr Clarke reported that residents of Furzehill have submitted a petition to form a PARISH of Furzehill containing parts of Holt and Colehill. EDDC will be carrying out a community governance review where all Towns and Parishes will be consulted.
4 Changes to the Yellow bus service through west MOORS was discussed and it was reported that Cllr Skeats and the Clerk had tried to arrange a meeting with the bus company to discuss this matter but had so far been unsuccessful. Cllr Bryan stated that his PARISH was looking into a community bus service and would pass any information on. Cllr Skeats, Bryan and Clarke left the meeting . 17/125 TO APPROVE AND SIGN minutes OF THE PARISH COUNCIL meeting HELD ON 27th JULY 2017 Having been circulated, the minutes on pages 2016-2020 were agreed, adopted and signed.
5 2026 17/126 TO APPROVE, ADOPT AND SIGN COMMITTEE meeting minutes a) The Report of the Planning Consultative committee held on the 10th August 2017 pages 2021-2022 as circulated, was confirmed, adopted and signed. b) The Report of the Planning Consultative committee held on the 24th August 2017 pages 2023-2024 as circulated, was confirmed, adopted and signed. 17/127 TO RECEIVE PARISH CLERKS REPORT a. Community Webmaster, minute no 17/101(2) refers: An Amazon gift voucher was given to Mr Martin Rowley for his continued assistance in maintaining the community web pages.
6 Mr Rowley has sent a thank you card to the PARISH COUNCIL . b. Works to roundabout at end of west MOORS Road: Dorset Highways have confirmed that works at the roundabout will be undertaken with Traffic Management and will use Stop/Go boards. There will be signs on the A31 advising of the works and no road closure is planned. c. Bus Shelters: These have now been installed outside Castleman Court and 114 Station Road. Residents of 114 Station Road are not happy with the height of the fence and the gaps in the hedge next to the shelter. A small tree has been planted to help fill in the gap beside the shelter.
7 A complaint was also received about the new shelter at Castleman court, stating that it is in the wrong place and that you cannot see the buses coming and it affords no shelter from wind and rain. d. Public computer in PARISH office: the motherboard had failed and was not viable for repair so has gone for recycling. e. Bus service: Changes to the Yellow bus service come into effect on the 4th September at a much reduced service for west MOORS . 17/128 ACCOUNTS FOR PAYMENT It was RESOLVED that the accounts for payment be approved as attached on page 2029-2030 of these minutes .
8 (electronic payments to be authorised by Cllr Hawkes and Cllr Yeo) Voting: unanimous 17/129 APPROVE AND ACCEPT ANNUAL RETURN FOR 2016/17 The external audit of the accounts for 2016/7 is completed and the annual return has been signed off by the external auditor. No matters were raised by the auditor. It was RESOLVED that the Annual Return for the year ending 31st March 2017 is approved and accepted. Voting: unanimous 17/130 PARISH COUNCIL INSURANCE The PARISH COUNCIL s insurance 3 year long term agreement is due to end on the 1st September 2017 .
9 Members considered a report from Came and Company with three quotations. A concern was raised that no changes to the asset register have been discussed at the Finance and GP committee and therefore changes to the insurance policy had not received prior approval. Members requested that in 2018 insurance matters are discussed at the F and GP committee prior to renewal. After discussion it was RESOLVED that the PARISH COUNCIL renew its insurance and accept the quotation from Axa for the Inspire Policy at a cost of 2, for a period of 1 year.
10 Voting: unanimous 2027 17/131 INTRODUCTION OF DOCUMENTS BY MEMBERS OF THE PUBLIC AT PLANNING CONSULTATIVE COMMITTEE MEETINGS Members discussed whether members of the public should be permitted to introduce previously unseen documents/photographs during public time at the Planning Consultative Committee meetings. Comments included that it is illogical that the PARISH COUNCIL does not accept new evidence in the form of documents etc as the committee require as much information as possible to make a decision and that the committee needs to be seen as impartial, unbiased and fair and this could be disputed if documents not already in the public domain are used when coming to a decision.
