Applicability of Chapter . (1)APPLIES PRIMARILYUPON HIGHWAYS. This Chapter applies exclusively upon highwaysexcept as otherwise expressly provided in this Chapter .(2)APPLICABILITY TO PERSONS RIDING OR DRIVING ANIMALS ORPROPELLING PUSH CARTS. Every person riding an animal or drivingany animal drawn vehicle or propelling any push cart upon aroadway is granted all the rights and is subject to all the dutieswhich this Chapter grants or applies to the operator of a vehicle,except those provisions of this Chapter which by their very naturewould have no application.

7 (4)APPLICABILITY TO PERSONS RIDING BICYCLES AND MOTORBICYCLES. (a) Subject to the special provisions applicable tobicycles, every person riding a bicycle upon a roadway or shoul-der of a highway is granted all the rights and is subject to all theduties which this Chapter grants or applies to the operator of avehicle, except those provisions which by their express termsapply only to motor vehicles or which by their very nature wouldhave no application to bicycles. For purposes of this Chapter , pro-visions which apply to bicycles also apply to motor bicycles,except as otherwise expressly provided.(b) Provisions which apply to the operation of bicycles incrosswalks under ss. , , (1) (a) 2., (c) 2. and(d) 2. and do not apply to motor bicycles.(5)APPLICABILITY TO PUBLIC OFFICERS AND EMPLOYEES.

8 Theprovisions of this Chapter applicable to operators of vehicles applyalso to operators of vehicles owned by or operated by or for anygovernmental agency, including the United States government,subject to the specific exceptions set forth in this section and and (2).(6)APPLICABILITY TO PERSONS WORKING ON HIGHWAYS. Thischapter applies to persons, teams, motor vehicles and roadmachinery while traveling to or from highway construction ormaintenance work but the provisions of ss. (3), , , (2), to , to do not apply to persons, teams, motor vehicles or roadmachinery when actually engaged in maintenance or constructionwork upon a highway.(7)APPLICABILITY OF PROVISIONS REQUIRING SIGNPOSTING. Noprovision of this Chapter for which signs are required shall beenforced against an alleged violator if at the time and place of thealleged violation an official sign is not in proper position and suffi-ciently legible to be seen by an ordinarily observant a particular section does not state that signs arerequired, such section is effective even though no signs are erectedor in place.

9 (8)APPLICABILITY TO PEDESTRIAN WAYS. (a) All of the applica-ble provisions of this Chapter pertaining to highways, streets,alleys, roadways and sidewalks also apply to pedestrian ways. Apedestrian way means a walk designated for the use of pedestriantravel.(b) Public utilities may be installed either above or below apedestrian way, and assessments may be made therefor as if suchpedestrian way were a highway, street, alley, roadway or side-walk.(9)APPLICABILITY TO URBAN MASS TRANSIT SYSTEMS. Everyperson operating an urban mass transportation vehicle or usingrelated facilities is granted all the rights and is subject to all theduties which this Chapter grants or applies to such persons, exceptthose provisions of this Chapter which by their very nature wouldhave no application.(10)APPLICABILITY TO SNOWMOBILES.

10 The operator of asnowmobile upon a roadway shall in addition to the provisions ofch. 350 be subject to ss. , , , (1), , , , , (3), , , , , , , , , , , , (1) (b), , , , , , , , , , , (1) and (1)and (9).(11)APPLICABILITY TO ALL TERRAIN VEHICLES AND UTILITYTERRAIN VEHICLES. The operator of an all terrain vehicle or a util-ity terrain vehicle on a roadway is subject to ss. , , , (1), , , , , (3), , , , , , , , , , , , (1) (b), , , , , , , , , , , , (1) and (1) and (9) but is not subject to any otherprovision of this Chapter .(12)APPLICABILITY TO ELECTRIC PERSONAL ASSISTIVE MOBIL-ITY DEVICES. An electric personal assistive mobility device shallbe considered a vehicle for purposes of ss. to , , , , , , , , (3), to , to , to , , , , , to , , , , (5m), to , , , , , , , and (4), (5), (9), and (10), exceptthose provisions which by their express terms apply only to motorvehicles or which by their very nature would have no applicationto electric personal assistive mobility : 1971 c.
