1 _____ The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas: Competition Analyst Department: Gas Competition and Market Analysis (GCM) Package: R 410 R 771 per annum (CTC) (Ref: HR: 01/18) Requirements: * Minimum Honours Degree in Economics or related field * Minimum of three (3) years working experience in a competition analysis environment * Training and experience in Microeconomics, Econometrics, Industrial Organisation and / or International Trade is considered to be advantageous.

Key responsibilities: Reporting to the Senior Manager: Gas Competition and Market Analysis, the incumbent will: * Conduct competition analysis during applications for maximum prices of gas * Conduct investigations in terms of sections 31 and 4(d) of the Gas Act, 2001 (Act No 48 of 2001) * Conduct periodic research on international developments in competition law and related matters and submit report to the Energy Regulator on these developments * Conduct inquiries of the competitiveness of maximum gas prices and advise the Division accordingly * Assist with the periodic review of the Framework for assessment of competition in the gas industry * Prepare reports/submissions for the Energy Regulator meetings and relevant sub-committee meetings.

Key responsibilities: Reporting to the Senior Manager: Strategic Planning and Monitoring, the incumbent will: * Assist the Programme Coordinator in respect of all arrangements, document distribution and record-keeping of the Energy Regulator s and Management s planning activities * Assist the Programme Coordinator with the operationalisation and maintenance of annual Business Plans * Develop and maintain the annual planning and monitoring calendar * Assist the Programme Coordinator with the monitoring, evaluation and report on the organisations quarterly and annual performance * Monitor the submission of all documentation relating to the organisation s planning and performance monitoring activities * Maintain a system to collate evidence for the annual audit of performance against predetermined objectives * Assist the Senior Manager with the monitoring of the organisation s Business Continuity Management responsibilities * Assist the Programme Coordinator with the monitoring and evaluation of the organisation s business processes.
