4 These REGULATIONS shall be known and may be cited as the " ZONING REGULATIONS , Town of Lisbon , Connecticut," and are referred to herein as "these REGULATIONS ." Authority . These REGULATIONS have been promulgated by the Lisbon Planning and ZONING Commission, hereinafter referred to as the Commission, in accordance with and under the authority prescribed by Chapter 124 of the General Statutes of the State of Connecticut. Purpose . These REGULATIONS are intended to lessen congestion in the streets; to secur e safety from fire, panic, flood and other dangers; to promote health and the general welfare; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision for transportation, water, sewerage, schools, parks and other public requirements; to preserve the character of the various parts of the Town.
5 To conserve the value of buildings; to protect historic factors; to control soil erosion and sedimentation; to encourage energy efficient patterns of development, the use of solar and other renewable forms of energy, and energy conservation; and to encourage the most appropriate use of land throughout the Town of Lisbon , further these REGULATIONS , and subsequent amendments thereto, are enacted to carry out the purposes defined in Section 8-2 and Section 8-2j, Connecticut General Statues, and any subsequent amendments thereto.
6 Page 5 SECTION 2 - ENFORCEMENT AND ADMINISTRATION Interpretation of REGULATIONS . The provisions of these REGULATIONS shall be held to be the minimum requirements adopted for the promotion of the public health, safety, and welfare. It is not intended by these REGULATIONS to repeal, abrogate, annul or in any way impair or interfere with existing provisions of other laws or ordinances, except those specifically repealed by these REGULATIONS , or with private restrictions placed upon pr operty.
7 Where these REGULATIONS pose a greater restriction upon land, buildings or structures than is imposed or required by such existing provisions of law or ordinance, these REGULATIONS shall apply. Where two differing standards are provided herein, the more stringent shall apply. Enforcement of REGULATIONS : These REGULATIONS shall be enforced by the ZONING Commission, acting by and through the ZONING Enforcement Officer. The ZONING Enforcement Officer may cause any building, structure, place or premises to be inspected and examined, and to order in writing the remedying of any condition found to exist therein or thereat in violation of any provision of these REGULATIONS .
8 The owner or agent of a building or premises where a violation of any provision of such REGULATIONS has been committed or shall exist, or the lessee or tenant of any entire building or entire premises where such violation shall have been committed or shall exist, or the owner, agent, lessee, or tenant of any part of the building or premises in which such violation has been committed or exists, shall be subject to fines, civil penalties and other remedies in accordance with the General Statutes of the State of Connecticut.
9 The ZONING Commission and/or the ZONING Enforcement Officer in addition to other remedies may institute an action or proceeding to prevent the unlawful erection, construction, alteration, conversion, maintenance, or use of a building or land, or to restrain, correct, or abate such violation, or to prevent the unlawful occupa tion of buildings, structures, or land, or to prevent any illegal act, conduct, business, or use in or about such premises, as to remedy, correct, abate or prohibit any violations of these REGULATIONS .
10 ZONING Permit . No building shall be erected, moved or structurally altered and no use shall be established or changed without a ZONING permit from the ZONING Enforcement Officer (ZEO), issued in conformance with the provisions of these REGULATIONS . Application: Every application for a ZONING permit shall be made on a form provided for that purpose and obtainable from the ZONING Enforcement Officer, and shall be accompanied by such information and exhibits, site plan, soils data, topography, drainage computations etc.
