Even though all state juvenile codes require confidentiality for juvenile court proceedings, Illinois, Montana, Nevada, and Virginia only seal records when youth turn 18 or 21, or if they have not committed a new offense within 5 years of the initial offense. Further, few states seal or expunge all juvenile records.
